Vice-Premier Zhang Dejiang Inspects Nanjing Steel Works

Zhang Dejiang, Member of the Political Bureau of the CPC Central Committee & Vice-Premier of the State Council, conducted an inspection visit to Nanjing Iron & Steel Co., Ltd. on August 12, 2010. Officials accompanied the Vice-Premier included: Liang Baohua, Secretary of CPC Jiangsu Provincial Committee; Luo Zhijun, Governor of Jiangsu Provincial Government; Zhu Shanlu, Standing Member of CPC Jiangsu Provincial Committee & Secretary of CPC Nanjing Municipal Committee; Ji Jianye, Mayor of Nanjing Municipal Government; Luo Lin, Director-General of State Administration of Work Safety; and Xiao Yaqing, Vice Secretary-general of the State Council.
The Vice-Premier and his delegation members visited the production site of the moderate-thickness plate, and were debriefed on the construction and operation of the production line, as well as the engineering performance. Zhang was very pleased to learn that, through integrative innovation, as well as re-innovation on the foreign advanced technology after introduction, digestion and absorption, Nanjing Iron & Steel has completed top-level steckel mill equipment which was featured by six items of worldwide No. 1 and three items of internationally advanced technologies. He encouraged the people of Nanjing Iron & Steel to make continuous enhancement of core competitiveness, and generate more economic and social benefits for the rapid development of Chinese industry. The Vice-Premier pointed out that, the development of steel works should not solely depend on the production scale, the high-end product strategy was also essential. And in this view, Zhang added that, the popular goods of dependable quality should not be produced, and the business focus should be laid upon the product that could not be manufactured by the other enterprises, and also the products which could replace the imported one.
This plant is to be constructed in three phases, under which MCC s CERI Engineering Corp. (CERI) is responsible for the design work of the first phase and EPC of the second phase. Under the two phases, quite a few facilities have been completed, for instance, two converters (with a nominal capacity of 120 tons for each one), LF ladle furnace (2 120t), one set of RH device, one VD device and two slab-casters. These equipment will be mainly used for production of steel-plate for ship, pipe line steel, steel-plate for bridge, steel-plate for boiler, steel for pressure vessel, steel for automotive frame and structured steel plate. With regard to the third phase works which is under construction now, CERI also undertakes part of the design work.
Nowadays the dephosphorization furnace and the continuous casting works under the third pahse project of Nanjing Iron & Steel are under tense construction. The inspection by Vice-Premier Zhang Dejiang, as well as his recognition and inspiring words, has greatly encouraged all the participants of CERI for this project. As it is the key stage for the contracted works, CERI staff have taken effective measures to ensure the smoothly and timely comissioning of this works. The designers and the on-site service group carried out efficient communication and coordination with the employer and the constructors for tackling the actual problems. On the other hand, they laid emphasis on the exploration and application of new process and new technologies. The CERI people overcomed difficulties due to the hot temperature and the heavy rainfall, and achieved great progress during the project implementation.
