The Queen is known for choosing conservative ensembles accessorised with sensible shoes and handbags. But the magazine wrote: "She is as glamorous in her brogues and headscarf in Balmoral as she is wearing the crown jewels."
Actors nominated in the Top 50 Definitive List of Today's Glamorous Women include Vanessa Redgrave, Pride and Prejudice star Rosamund Pike, and Charlotte Rampling. Dame Helen Mirren, 62, who won an Oscar for her role as the Queen, in the film of the same name, was also recognised for her style.
In her recent autobiography Mirren wrote of how the costumes she was expected to wear for The Queen made her cry. "Here were tweed skirts and sensible brown shoes, Hermès and Barbour," she wrote of the creations of designer, Consolata Boyle. "I thought I'd never be able to understand this woman."
But Barbour & Sons experienced a sudden surge in sales as The Queen triumphed at the American box office and the Beaufort - the green waxed coat in which Mirren's Elizabeth navigates her Land Rover, walks her corgis and encounters a stag - became a bestseller in Manhattan.
