On October 13, the CPC PBC Committee held a meeting to convey and study the principles of the Third Plenum of the 17th CPC Central Committee and make arrangements on the implementation of the principles in the PBC.
The meeting followed the conclusion of the Third Plenary Session of the 17th CPC Central Committee, an important session convened as China marks the 30th anniversary of the launch of its reform and opening up strategy and as the country s reform and development enters a crucial stage. The Plenum mainly studied how to press ahead with reform in the country s rural areas under the new situation, deliberated and passed the Decision on Some Major Issues Concerning the Advancement of Rural Reform and Development, reflecting the consistent priority the Party gives to issues concerning agriculture, rural areas and farmers.
The meeting held that the PBC should fulfill its mandate and extend financial support to the building of a new Socialist countryside in implementing the principles of the 17th CPC National Congress and the Third Plenum of the CPC Central Committee. The central bank should vigorously promote financial reform and innovation in rural areas, explore new financial institutions and products that can meet the needs of agriculture, rural areas and farmers, provide endorsement and guidance for various financial institutions to launch rural business, strengthen the coordination of monetary policy with other policies on issues concerning agriculture, rural areas and farmers, accelerate reforms of agro-linked financial institutions, improve rural payment services, and enhance the building of financial infrastructure and credit system in rural areas, so as to provide greater support to agriculture, rural areas and farmers, promote the building of a modern rural financial system and serve the sound and rapid economic and social development in rural areas.
The CPC PBC Committee demanded during the meeting that the central bank as well as all its branches and affiliates study and carry out the principles of the 17th CPC National Congress and its Third Plenum on the basis of the practical work and address the changing economic and financial situations both at home and abroad.
