Recently, Mr. YI Gang, Member of CPC PBC Committee and PBC Deputy Governor, paid a research trip on rural credit cooperative (RCC) reform and local enterprises in Gaozhou and Dongguan in Guangdong Province.
After hearing the report on provincial RCC reform, YI acknowledged that, despite of difficulties in the design and implementation of the RCC reform plan, important progress has been made at this stage thanks to the devotion and contribution of staff at various levels. In the next stage, he pointed out, the RCCs in Guangdong Province need to be innovative in establishing a competitive, self-dependent and diversified ownership system, taking into consideration the present ownership structure, and maintain the stability of the RCC organization structure with unified legal entity at the county level over the long run, so that RCCs can better play the role of supporting agriculture, rural areas and farmers as well as economic development within various counties.
In Dongguan, YI attended a workshop participated by representatives from six enterprises, including Dongguan Nine Dragons Paper Co. Ltd and Dongguan Yingju Electronics Co. Ltd. Presentations were delivered covering enterprise performance, measures taken to cope with the financial crisis, needs for financial service, prediction of performance in the next stage and the needs for policy support.
Acquiring the information, YI pointed out that, the PBC, facing challenging and complicated economic and financial environment both at home and abroad in 2009, will carry out relatively loose monetary policy and beef up financial support for economic development to implement macroeconomic management policies made by the CPC Central Committee and the State Council.
The PBC will maintain adequate liquidity of the banking system, promote stable growth of money and credit and further reinforce the credit support for small- and medium-sized enterprises, scientific and technological innovation, technological upgrading and coordinated regional development. YI also visited the Songshanhu Industrial Park in Dongguan to learn its current progress and future development.
