Annual National Audit Conference Held in Beijing

The annual national audit conference was held in Beijing on the 18th of January, 2011. This conference proposed to realize four goals and accomplish eight tasks during the 12th five-year planning. Mr. Liu Jiayi, Auditor-General of China National Audit Office, make a report with the topic as Fulfill Auditing Obligations with Focuses, Make Positive Contributions to Social and Economic Developments.
In 2010, 157 thousand entities were audited nationwide. RMB 209,9 billion was saved through submission to the financial departments , reduction of fiscal allocation and returning to the original items. In addition, 80 thousand mu land was taken back. 7070 rules and regulations were perfected and 3092 cases and clues were transferred to related departments. Besides, 7664 auditing announcements were issued, a yearly increase of 85%.
Mr. Liu Jiayi, Auditor-General of CNAO, made an overall summary of last year s auditing work. Then he came up with working goals of audit this year and during the 12th five-year planning. During the 12th five-year planning, audit aims to realize four goals quoted as Mr. Liu Jiayi, Auditor-General of China National Audit Office. The four goals are as follows:
First, auditing work should herald in a new era in serving economic and social development, deepening reform and democratic building, safeguarding national economic security and enhancing crackdown upon corruption.
Second, the legalization, standardization, rationalization and information of audit should move a big step forward, auditing work being elevated and deepened.
Third, the research on and building of auditing theories, auditing culture, auditing methodologies and auditing models should be highlighted, the auditing supervisory system should therefore be improved.
Fourth, improve capacity building and human resource development.

During the 12th five-year planning, we are expected to fulfill eight tasks, Mr. Liu jiayi said. The eight tasks refer to:
One, strengthening the real-time auditing over the implementation of great economic decision-making and macro-readjustment measures taken by the Central Government, and thereby promoting the realization of set goals and implementation of great economic policies;
two, facilitating budgetary implementation auditing with an aim to building a government ruling by law, which is also accountable and effective;
three, highlighting the auditing over the capital of major projects closely related to people s life, thus enhancing the building of a harmonious society;
four, accelerating the economic accountability audit over leaders fulfillment of their obligations, by doing so the system of accountability and responsibility can be improved;
five, improving audit over resources and environmental protection and treatment, facilitating ecological reserve building;
six, sufficiently disclosing and reflecting social and economic problems, deep-rooted conflicts and potential risks, and safeguarding national economic security;
Seven, strengthening the disclosure of and punishment against corruption deeds as well as economic crimes clues, thereby promoting the building of a clean government;
eight, improving the capacity in finding out systematic problems and problem analysis, promoting the building of democracy as well as deepening reform.
