Follow-up Audit results on Wenchuan Post-Earthquake Rehabilitation and Reconstruction (No. 3)

From December 2009 to May 2010, the National Audit Office (CNAO) and local audit institutions sent out 4,371 person-times to form 1,343 audit teams, conducted the third batch of follow-up audits on the projects of Wenchuan post-earthquake rehabilitation and reconstruction. They audited and investigated a total of 9,561 projects with the aggregate investment of 269.

07 billion yuan. Among them, CNAO performed the follow-up audit of 107 key projects (referred to hereinafter as the 107 projects ) with a total investment of 68.454 billion yuan, including the Beichuan High School, Qiyi Juyuan High School of Dujiangyan City, the Wenchuan Qiyi Yingxiu High School and the project of late-stage overhaul of the Tangjiashan Barrier Lake.

In accordance with the principle of overall planning, tier by tier responsibility, mastery of general situation and separate announcement of results , the follow-up audit results on the 107 projects are hereby announced as follows:

1. Wenchuan post-earthquake Rehabilitation and Reconstruction Are Accelerated
The audit findings indicate that three provinces of Sichuan, Gansu and Shaanxi hit by the earthquake strove conscientiously to meet the requirement of the Central Committee of the Communist Party of China and the State Council that the three-year reconstruction tasks will be basically completed in two years , went all out to push forward the post-disaster rehabilitation and reconstruction, constantly enhanced the management of reconstruction fund and projects and smoothly fulfilled all the periodic tasks.

(1) The periodic achievements in rehabilitation and reconstruction after the Wenchuan earthquake are remarkable. By the end of April 2010, the reconstruction of the rural residents houses of the quake-hit areas had been basically completed. Public service facilities such as schools and hospitals and infrastructure facilities of communications, electricity and telecommunications were constantly improving.

Eighteen key projects randomly checked in the audit like Qiyi Juyuan High School of Dujiangyan City, the Shuimo High School and Dujiangyan-Yingxiu Expressway were completed and put into operation. The steps of economic and social development of the quake-hit areas were remarkably accelerating.

(2) Overall, the construction of projects is relatively well managed. The project legal person system, the contract management system, the tendering system and project inspection system were basically adopted for the 107 audited projects and the project construction is overall of good quality. Among them, the Muyu High School project was conferred the award of Good Structured Project of Sichuan Province and the Tianfu Gold Cup of Sichuan Province; Qiyi Juyuan High School project of Dujiangyan City was conferred the award of 2009 Good Structured Project of Chengdu Municipality and 2009 Good Quality Project of Chengdu Municipality.

(3) The fund management is relatively standardized. By the end of April 2010, central government finance had appropriated 249.82 billion yuan to the three disaster-hit provinces which would be used at their discretion, forcefully supporting the reconstruction and economic rehabilitation and development of the disaster-hit areas.

The government departments at various levels of the disaster-hit areas and relevant units taking part in the construction set up and improved financial management systems, constantly standardized the fund management flow and basically ensured the use of fund solely for the stipulated purpose and calculation of fund in the prescribed account.

2. Main Problems Discovered in the Audit and Their Rectification

(1) Construction of seven projects was not started as scheduled, and 14 projects did not meet the planned progress of construction. For example, the reconstruction project of the Radio and Television Department of Guangyuan city, Sichuan Province, scheduled to start in early December 2009, has not begun even now, leaving 110 million yuan of central government fund idle.

Due to the belated submission and approval of the preliminary design report and other reasons, for the project of risk elimination and consolidation of the Zipingpu Reservoir, Sichuan Province, originally scheduled to be completed by the end of 2009 and with 294 million yuan of total investment, only 41.

9159 million yuan of investment was made by the end of April 2010.

After the above problems were exposed in the audit, the relevant localities and departments sped up the construction. Among them, the early-stage work of the project of the Radio and Television Department of Guangyuan city had been completed. Zipingpu Development Co. Ltd. is accelerating construction in compliance with the approved preliminary design.

(2) Construction of 11 projects was inaugurated before their approval or their construction and design were on-going at the same time, and the stipulation on tendering was not strictly followed for 12 projects. For instance, the working plans, design documents and budget of the Yingxiu-Wenchuan Expressway, whose construction formally started in May 2009, passed the examination and evaluation of the provincial communications department only in April 2010 and are not approved till now.

Of the 210 books of working plans of section 1 of the new project of the Chengdu-Dujiangyan Railway, 50 books were provided only after the completion of the project. The preliminary design report of the Wanxia Lake scenic area project of Xihe County, Longnan city, Gansu Province, whose construction began in November 2008, was not approved by the municipal development and reform commission until April 22, 2010.

Due to the unavailability of the working plans and frequent design alterations, the project increased its investment by 5.69 million yuan by the end of March 2010, accounting for 68% of 8.42 million yuan of the contract value. The Yudai River embankment project of Ningqiang County, Shaanxi Province did not examine strictly the qualifications in accordance with the requirement for the category of project and bidding documents, and awarded the project to the bidder which did not have the required qualifications.

After the above problems were pointed out in the audit, the departments concerned of the disaster-hit areas required the relevant construction units to earnestly rectify and strictly implement the procedures of capital construction and the related stipulations on tendering. Among them, the working plans and budget of the project of the Yingxiu-Wenchuan Expressway were approved in May.

The construction units of the project of the Chengdu-Dujiangyan Railway indicated that they would enhance the supervision of the management of the project. The construction unit of the Wanxia Lake scenic area project formulated measures to boost the examination and approval of the documents for final account of completion of project and step up investment control.

Ningqiang County drew up measures to boost the management and supervision of the tendering for projects of post-disaster rehabilitation and reconstruction and conducted check-ups on other rehabilitation and reconstruction projects to prevent the recurrence of similar problems.

(3) The surveying and design of four projects were not adequately executed and for 42 projects technical personnel such as inspectors and construction personnel were not sent in accordance with the stipulations of the contracts, or the relevant personnel did not properly perform their duties. For example, the geological survey of the Anchang-Beichuan section of the No.

105 provincial highway of Sichuan Province did not reach adequate depth. In fact the actual flimsy ground is 7,046 meters, 23 times the depth of 304 meters determined by the geological survey. Nineteen construction projects of 15 schools of Mao County, Sichuan Province, should have sent 151 construction management personnel according to the contracts, in fact only 137 people were sent of whom 23 people did not have the required qualifications.

In the project of Yuanba-Nanjiangjie of the No. 202 provincial highway of Sichuan Province, there should have been no less than 90 tests on compression strength of mortar for mortar intrusion, yet the inspection unit only performed five tests. There were no sampling and testing, witnessed by the inspectors, of grouting cement used for the 10 prestressed beams and grouting agent used for prestressed hole on the roof of the building of the Deyang Station of the Baoji-Chengdu Railway.

After the above problems were singled out in the audit, the construction unit of the project of the No. 105 provincial highway optimized the construction design and adjusted working plans in accordance with the actual geological conditions. The construction unit of the 15 schools of Mao County drew up measures of rectification and increased and changed inspection personnel.

The communications department of Guangyuan city instructed the inspection unit of the project of Yuanba-Nanjiangjie section of No. 202 provincial highway to rectify the problem, penalized the inspection unit in compliance with the regulations and requested the project construction unit to enhance future management and maintenance.

The construction unit of the building project of the Deyang Station of the Baoji-Chengdu Railway, with the inspectors witnessing, took sample of and tested the used cement and the result met the requirement of the design standard.

(4) The construction of eight projects did not proceed in compliance with the design, and the checking reports of four projects were not wholly truthful and accurate. For instance, the pre-flood phase-1 overhaul project of Donghekou Barrier Lake of Qingchuan County, Sichuan Province did not proceed according to the working plans and the height of part of the top of the right dam was two meters less than that in the design.

All the 75 light current plug sockets installed in the clinic of Shiniu township, Zitong County, Sichuan Province were not up to the design requirement in space length, leading to the unstable light current signals so that they could not be normally used. The error of evenness of the 100 meters of Binjiang No.

1 road, Santai County, Sichuan Province was about 20 mm, surpassing by far the 1.8 mm of allowed error in the design standard. Meanwhile, the stone grading did not conform to the design requirement with the space length between stones being too big and the compaction of the road surface was apparently lower than the design requirement.

Among the test reports for materials for the four projects in Mao County undertaken by Sichuan Pengda Construction Co. Ltd. and three other units, 20 reports were not truthful.

After the above problems were pointed out in the audit, Qingchuan County requested the construction unit of the pre-flood phase-1 overhaul project of Donghekou Barrier Lake to submit the overdue report on design alterations and the evaluation of floodwater discharge by the Chengdu Municipal Water Resources and Hydroelectric Survey and Design Institute has found that the project does not affect floodwater discharge.

The clinic of Shiniu township, Zitong County instructed the construction unit to redress the problem in accordance with the design requirement and the result was inspected and accepted by the quality supervision station of Zitong County. The government of Santai County instructed the construction unit to take measures to rectify and to proceed with the construction in strict compliance with the design standard in the future.

The government of Mao County entrusted an inspection agency to check the four projects and took measures of rectification in line with the result of the checking. The County, in accordance with law, dealt with the irregularities of the inspection and construction units involved in the matter. Meanwhile, a sweeping quality checking campaign for all the projects, both completed and under construction, was launched throughout the whole County.

(5) Construction management was not strict in five projects. For example, the construction unit of the project of Dujiangyan-Yingxiu Expressway, Sichuan Province, for speeding up the progress of the project, did not build the road surface of the Zipingpu Tunnel and Longxi Tunnel up to the required standard.

After adding a layer of asphalt concrete, detachment of the surface layer ocurred in the new road after only six months of use. In the construction of the Ya an-Pusagang section of the No. 108 national highway, the Highway Administration Department of Ya an city, Sichuan Province, lowered the construction standard by itself, which made part of the highway not up to the standard of level-2 highway.

In the E bid-section, there were holes in the shoulder wall and cracks appeared in the back of the wall due to unqualified mortar and that honeycomb, ballast surface and mortar leakage appeared in the concrete of culvert wall of capping plates in part of the road. The welding of the piers of the Jing River Bridge failed to meet the stress requirement.

After the above problems were discovered in the audit, the rectification of the problems in the projects was completed. The unqualified bar iron in the piers of the Jing River Bridge were replaced by the construction unit of Ya an-Pusagang section of the No. 108 national highway. The problem of lowering the construction standard for some parts of the highway is being redressed.

(6) The investment was not strictly controlled in two projects and the payment of project cost and design charges was not standardized in three projects. This covered 22.07 million yuan of above-estimate investment in the projects of the Sichuan Civil Aviation Flight College and People s Hospital of Zitong County.

1.25 million yuan of construction fund for the project of the comprehensive business building of the clinic of Guanyin town, Lueyang County, Shaanxi Province was wired directly into the private bank account of the manager of the construction unit. In the project of Yingxiu-Wenchuan Expressway and the reconstruction of the Wenchuan-Ma erkang Highway of No.

317 national highway, Sichuan Duwen Highway Co. Ltd. and Sichuan Xingsu Highway Construction and Development Co. Ltd., without signing a contract or in contravention of the stipulations in the contract, paid 23.8595 million yuan of design charges and construction cost ahead of the schedule.

After the above problems were pointed out in the audit, the Civil Aviation Flight College briefed the department concerned on the matter and coordination was on-going for a solution of the problem. The People s Hospital of Zitong County is in the process of applying to the department in charge for the adjustment of the project estimate.

Lueyang County instructed the construction unit to recover the construction cost paid in contravention of the regulation and launch examination to prevent the recurrence of similar cases. Xingsu Highway Construction and Development Co. Ltd. signed overdue contracts with the survey and design units. Duwen Highway Co. Ltd. is discussing matters related to signing contract with the design unit and will not pay design cost without the signature of contract.

(7) Construction land was not requisitioned in a standardized manner in two projects and another two projects did not meet the policy requirement of the state for environmental protection. Among them, the project of Mianyuanhe Urban Sewage Treatment Plant of Deyang city, Sichuan Province, without completing the formalities for requisition of construction land, obtained 108 mu of construction land through substituting renting for requisition.

The area in the detailed plan of the project of Aba Industrial Development Zone approved by the people s government of Jintang County, Sichuan Province was 1.4 square kilometers more than the 10 square kilometers approved by the provincial development and reform commission. The construction unit of the project Sichuan Cheng a Development Industrial Co. Ltd. actually requisitioned 6,591.

87 mu of land, 2,093.67 mu more than the figure in the first-batch construction land plan approved by the provincial government. The project of the Qingchengshan-Dujiangyan scenic area, without the approval of its environmental impact report, started construction on forest land of the scenic area with the projects of fire cistern, water supply tubing network and gas tubing being near completion.

The project of Cheng County Waste Treatment Plant of Gansu Province canceled by itself the treatment system of waste filtration liquid whose construction was requested by the Gansu Provincial Environmental Protection Department in its approval of the environmental impact report.

After the above problems were discovered in the audit, the project of Mianyuanhe Urban Sewage Treatment Plant of Deyang city is improving the formalities for land requisition. The Provincial Development and Reform Commission of Sichuan adjusted the plan for land use of the Aba Industrial Development Zone of Chengdu and the over-requisitioned land in the project is included in the 2010 plan by the provincial land and resources department.

Jintang County is improving the formalities of examination and approval for the over-requisitioned land. The municipal government of Dujiangyan is urging the proprietor of the project of Qingchengshan-Dujiangyan scenic area to go through the overdue formalities as soon as possible and rapidly accomplish the environmental impact evaluation.

Cheng County of Gansu Province is applying to the provincial environmental protection department for examination and approval in regard to the change of the way to deal with the waste filtration liquid of the project of the Cheng County waste treatment plant.

During the follow-up audit of this period, CNAO referred to the judiciary, discipline inspection and supervisory departments two clues to cases, involving two people and 4.2426 million yuan. The department concerned is filing a case for investigation and handling in compliance with law.
The follow-up audit results by audit institutions of three disaster-hit provinces and 20 one-on-one aiding provinces and municipalities including Beijing will be announced separately to the public by audit institutions of relevant provinces and municipalities.
