More than 6400 auditors from 19 provinces, autonomous regions and municipalities all over the country recently took part in the All-Auditors Professional Qualification Test, which was organized uniformly by National Audit Office of China (hereinafter referred to as CNAO). It is the first time for CNAO to hold this kind of test that involves all government auditors all over the country.
It is reported that CNAO will hold this test once every three years and the main target is to update the auditors' necessary knowledge of auditing, economics, laws and modern sciences. Mr. Li Jinhua, Auditor-General of CNAO, introduces that each auditor can have the second chance to register for the test if he/she fails to pass the test at the first time and he/she will be laid off if he/she still fails at the second time.
It is one aspect for CNAO to promote the personnel system reform by enhancing study through examination and promoting work through study. During these years, as a result of public selection and competitive promotion, about 8 percent of auditors at or under director level have to leave the post for further study and some directors-general will also be on secondment only for one year after satisfying the procedures of being openly recommended, passing comprehensive test and soliciting public comments.
The formal promotion is pending on their work performance during the secondment period. Mr. Li Jinhua says: " the work style inside CNAO has changed a lot through a series of reform; moreover, the auditors mix also changes greatly. The average age of auditors is getting younger and younger and their educational diploma are getting higher and higher.
We plan to carry out the policy of bench-end elimination in some dispatched offices next year, which means that there should always be some people leaving offices for study. This policy will make all of us be under the competitive condition." (translated by Zhangbo)
