18th July 2008, on behalf of the China National Audit Office, Mr. Liu Jiayi, Auditor General of China, officially announced the commencement of fulfilling CNAO s duties as member of the United Nations Board of Auditors (UNBoA) on the 62nd UNBoA Meeting held in UN headquarter New York.
Mr. Liu was received by the UN Secretary-General Mr. Ban Ki-moon paid his congratulation to Mr. Liu and he was confident that the CNAO will play an important role UNBoA auditing work. UNBoA Chairman Philippe Se guin expressed his expectation that the CNAO plays a constructive role in the field of external auditing of UN.
After the meeting Mr. Liu paid a visit to the CNAO s audit team conducting pre-audit research on UN Peace Program. Mr. Liu expressed that three goals should be achieved by the Chinese UNBoA auditing and they are: 1) equipping the CNAO auditors with international auditing experience. According to the CNAO 2008-2012 human resources building plan, in 5 years there will be 150-200 auditors who can conduct overseas auditing ; 2) updating the auditing concepts in China; 3) innovating auditing techniques and management. UN excels on its advanced management skills and methods, especially on financial management and operation computerization. According to Mr. Liu, three principles should be followed during this process: 1) comprehensive auditing with priority; 2) being prudent and ready to learn; 3) safeguarding independence and attaching attention to communication skills.
