Audit seminar for central government departments chief financial officers held in Beijing

On November 6, 2008, the Audit Seminar for Central Government Departments Chief Financial Officers was held in Beijing. Mr. Liu Jiayi, Auditor General of the CNAO presented the seminar and delivered a speech. About 120 central government departments CFOs, and the leaders from the CNAO s Non-profit Government Agencies Audit Department and 25 dispatched audit offices participated in the seminar.
Mr. Liu Jiayi highly praised the budget implementation of central government departments for the year 2007. He noted that the close cooperation between central government departments and audit institutions will greatly facilitate the audit processes. Government auditing is the immune system for the healthy operation of national economy and society. The operation mechanism and performance of national economy could be improved, if central government departments strengthen their financial management and play their roles as immune system.

Mr. Liu Jiayi pointed out that audits should focus on promoting scientific development, democracy and legalization processes; enhancing reform; improving regulatory system, performances and effectiveness of corrective activities. He also pointed out that: external auditing shall be accompanied with internal review carried out by auditees, public finance budget implementation audit shall be accompanied with final accounts verification, public budget audit shall be accompanied with public funds audit, year-end audit shall be accompanied with routine supervision, and financial audit shall be accompanied with performance audit.

Mr. Dong Dasheng, Deputy Auditor General of CNAO, also participated in the seminar and delivered a presentation on how to improve central government budget implementation audit and play a better role as the immune system of the national economy.
