Mr. Sarshar Ahmed Khan, Director General of Office of the Auditor General of Pakistan (SAI of Pakistan) as well as his colleague Mr. Ghazanfar Abbas Jilani, who was the administration officer for the Project to Improve Financial Reporting and Auditing (PIFRA) in Pakistan, visited the National Audit Office of the P. R. China (the CNAO) from 4th Dec to 8th Dec 2006 on the topic of Audit Computerization.
On 6th Dec, the Pakistan delegation made a courtesy call to Mr. Liu Jiayi, Deputy Auditor General of the CNAO. Liu said the CNAO was always willing to share experiences about the development of audit computerization (including IT Audit, Audit Management Information System and Networking Building) with the Pakistan colleagues. The progress of the CNAO in audit computerization made in recent several years should be accredited to two key factors: first, through training, the CNAO has been equipped with a number of cross-disciplinary auditors who have not only mastered audit knowledge but also been familiar with information technology. In headquarter and dispatched audit offices, resident audit offices of the CNAO, about one third of the auditors have received mid-level IT Audit training and they constituted the base on which Audit Computerization could develop. Second, the CNAO has exerted unremitting efforts to popularize the achievements of Audit Computerization, including network, system and software. Only by putting them into actual application, could audit computerization be fully realized, government investment converted into audit competency and network, software and system perfected step by step. During the meeting, Mr. Khan expressed his thanks for the CNAO to give them this wonderful opportunity. He called that the experience of the CNAO shall be of immense value for the SAI Pakistan.
On the working sessions of the following days, catering to the requirements of Pakistan colleagues, Mr. Wang Zhiyu, Director General of IT Office of the CNAO Center has introduced the general information of Audit Computerization in China. Other introduction has also been made during the working sessions on the topics such as AO (Audit Office), OA (Office Automation), EAS (Enterprises Audit System) and the building of network (LAN, MAN, WAN) etc. Mr. Zhou Deming, Deputy Director General also briefed the Pakistan delegation on the building of the Golden Audit Project, Term II .
During their stay in Beijing, Pakistan colleagues have visited the ChinaSoft International Technology Limited, the company responsible for the system consulting service and system integration during the building of the Golden Audit Project, Term I .
The official tour of the Pakistan delegation to the CNAO on Audit Computerization was initiated following the advice of officials of the World Bank who were working for PIFRA ( Project to Improve Financial Reporting and Auditing . The Pakistan Government is now carrying out this project under the financial assistance of the World Bank and SAI Pakistan is responsible for the building of Audit Competency Center under this scheme) and making evaluations upon the implementation of PIFRA.
