The CNAO held the INTOSAI WGITA 6th Performance Audit Seminar

On April 12th to 14th, the National Audit Office of China held the 6th Performance Auditing Seminar of the INTOSAI Working Group on IT Audit (WGITA) in Beijing. A total of 73 participants from 37 SAIs were present at the seminar.

Mr. Liu Jiayi, Auditor General of the CNAO, attended the opening ceremony and delivered a speech. He praised the WGITA as an important research group within the INTOSAI community to promote knowledge sharing in the field of IT Audit. In recent years, under the leadership of the Chair and with joint efforts of all members, the working group effectively conducted many activities including research study, experience exchange, publication of guidance and training materials, and holding seminars.

All of these have effectively promoted IT audit work in various SAIs and the WGITA has won wide recognition among the world.

As a member of the WGITA, the CNAO has been participating in many activities with a positive and open attitude, such as attending meetings, joining research projects, presenting country papers, etc. While it paid attention to sharing its own practices with other SAIs, the CNAO has better promoted domestic development of IT Audit by learning from others.

Mr. Liu Jiayi remarked that international financial crisis struck the world since 2008and has been threatening the growth of all countries. The Chinese government responded promptly to the crisis and implemented a stimulus package aiming at guaranteeing economic growth adjusting economic structure, promoting the reforms, and improving people's livelihood.

Centering around the socio-economic development, Chinese audit institutions have effectively carried out the whole-process tracking audit, with the focuses on responding the international financial crisis and ensuring stable and fast economic development. Audit work has made much contribution in ensuring effective implementation of various measures and the use of public funds in a secure, rational manner with good performance.

The audit has thoroughly played a role of immune system to ensure the healthy operation of the economy and the society.

He then emphasized that with the prompt integration of global economy and increasing communication, information technology has brought new challenges as well as new vigor to the old profession of auditing. The practice calls up the sharing and dissemination of IT audit achievements and experience. As for the case of China, after major industries of the national economy have completed the computerization, auditing institutions must adapt themselves to new situation in terms of working methods, technologies, organizational procedures and even the way of thinking.

At this time, IT audit will have to face the challenge of deepening the development within the new situation. The theme of Performance Measures Indicating IT Project Effectiveness and Investment Success was a very good one selected for this seminar. The CNAO has decided to conduct performance audit among all audit projects by 2012, which will make a performance indicator system very much necessary.

It is the role of the INTOSAI WGITA to develop a practical, widely-accepted system of measurement indicators to further promote the standardization of IT performance audit. The CNAO would like to continuously strengthen its exchanges and cooperation with other SAIs through the INTOSAI WGITA to make due contributions to the development of IT audit.

On behalf of the chair of INTOSAI WGITA, Mr. ANOL CHATTERJI, Deputy Comptroller and Auditor General of India, presided over the seminar. Mr. Shi Aizhong, Deputy Auditor General of the CNAO, attended the seminar together with other 5 Chinese participates. The Chinese delegation presented 2 country papers and actively participated in the seminar discussion.
