City to release hukou list for migrant workers

THE city s labor and social security authorities will start offering hukou to approved migrant workers by Nov. 15 after nearly 16,000 migrant workers had applied for the permanent residence permits, or hukou, by Oct. 31.

But the number of migrants receiving hukou wasn t finalized, the administration said.

The administration will publish the number of migrant workers offered hukou before Nov. 8 on http://www.szhrss.gov.cn/.

Those on the list are required to check their personal credit reports at specified inquiry centers in five working days. The hukou quota will be allocated to companies or recruitment service centers before Nov. 15 where migrant workers apply. Approved applicants must submit details of their original hukou as required by the administration before Dec. 6.

In the new hukou rating system, a migrant worker with more than 60 points will be eligible to apply for Shenzhen hukou. The more points an applicant has, the more likely he or she will obtain hukou, the administration said.

There are more than six million migrants in Shenzhen and about 40,000 have been offered Shenzhen hukou since 2004.

Migrant workers are treated differently from their urban counterparts in employment, education, health care and social security.

Under the new rating system, educational background, skill level and social security records, as well as participation in voluntary activities such as blood donation, will contribute to a worker s rating. Criminal records or violations of China s family planning policy will lead to a deduction of points.
