The Ministry of Agriculture (MOA) started a remote training course on the national rural biogas undertaking through the online service of the Central Agricultural and Television School on December 15, 2009, in a bid to improve the quality and service ability of the contingent of biogas professionals as a whole.
At the opening ceremony of the course, Yang Xiongnian, Deputy Director-General of the Department of Science, Technology and Education, MOA, emphasized that this was an important part of the mass training program of the rural biogas project; it was also an important measure taken to strengthen the construction of the talented workforce, to enhance the service ability and promote the biogas construction; all trainees should treasure the opportunity to study hard and apply the theory and techniques to practice, so as to promote the development of rural biogas construction.
According to Yang Xiongnian's remarks that thanks to scientific and technical staff's hard work and active participation of farmers, supported by leaders and administrative organs with favorable policies and necessary funds in recent years, the rural biogas construction has stepped into a rapid and healthy development phase. By the end of 2008, 30.5 million of households had been equipped with their own biogas, 39,500 farm biogas projects of various types had been built and 63,600 rural service networks had been set up.
MOA requires that, at present and in a few years to come, the planning of biogas construction should be strengthened, at the county level in particular; the biogas service system needs to be prioritized, with stress turning to both construction and management; new ideas and approaches should be employed to build and consummate rural biogas service networks at provincial, county and township levels; the market mechanism should be brought into full play to attract various social bodies to participate in the building of biogas service networks, and to provide excellent, standard, efficient and safe services; problems of technical bottlenecks and outdated equipment should be solved through technological innovation; applicable new techniques, new processes, new products and new materials should be developed to extend areas of biogas application, so that rural biogas development will be more vigorous; promotion and training should be performed through the technical force from research institutions and universities to improve the quality and service level of rural biogas construction; measures should be taken to build a talented workforce with sound structure, high skills and excellent quality of technical-skill type, knowledge-skill type and multi-skill type, providing technologies and professionals for the sustainable and healthy development of rural energy undertaking.
