Two Foreign Professors Get Permanent Residence Cards

The Changsha Public Security Bureau revealed on Dec. 17 that Canadian citizen Shi Caijun and American citizen Han Zhiyu obtained the foreigners' permanent residence cards. They are the first foreigners who applied for and got China's Green Card as introduced talents of "A Thousand of Talents Plan" implemented by the Central Government.

Both of them are overseas returnees. Shi Caijun, male and Chinese Canadian, is a chief scientist of 985 Engineering Innovation Platform of Hunan University and professor at the College of Civil Engineering of the university. Han Zhiyu, male and Chinese American, serves as professor of Hunan University and director of the Auto Electronics & Control Technology Center of the MOE.

The Hunan Provincial Department of Public Security forwarded to every municipal public security bureau the notice of handling permanent residence and long-term visa for introduced talents of "A Thousand of Talents Plan" in 2009. Professors Shi and Han, after knowing about it, consulted the Changsha Public Security Bureau about the related details. Policemen offered them a fast service, gave priority to their issues and submitted their applications to the Hunan Provincial Department of Public Security. Finally their applications were approved by the Ministry of Public Security of the PRC.
