Lu Hao, a member of the National People's Congress, secretary of the CPC Gansu Provincial Committee, chairman of the Standing Committee of Gansu Provincial People's Congress, strongly supported and approved it in the discussion of Premier Wen Jiabao s Government Work Report on March 5. In review of Gansu practice Lu Hao said with feeling that they were bent on turning crises into opportunities in 2009. Under the serious impact of the international financial crisis they completed the three goals to guarantee economic growth, the people s life and social stability and achieved a stable and rapid economic and social development. He summed up the work in the following points.
First, national investment and domestic expansion has exerted obviously crucial effect on maintaining a stable and rapid economic development. In the face of the international financial crisis, the CPC Central Committee and State Council definitely carried out active fiscal policy and moderately loose monetary policy, quickly took ten measures for domestic expansion, stable and quick economic development. Therefore, in a very short time the tendency of economic decline was checked and the expected development objectives realized. In Gansu Province, we made a historic lift of provincial fixed asset investment and effectively made up for the shortage of infrastructure investment by tightly grasping the opportunity of wider national investment. A number of important projects started and some were completed with more highways and railways started than in any given year before. In the meantime, educational, health, cultural and other social undertakings have obtained increased financial input and the basic conditions for life and development continually been improved.
Secondly, structural adjustment made a breakthrough with a further entrenched scientific basis. We were out to persistently explore appropriate ways for Gansu agricultural development in dealing with three issues of farmers, villages and agriculture. In industrial restructure, dominant traditional industries such as petrochemical industry, ferrous metallurgy, equipment manufacturing industry have undertaken large-scaled and advanced technological transformation. Cycling economy areas have quickly been set up and industrial structure further improved through developing vigorously new energy, new materials, bio-medicine and other new strategic industries. In strengthening the scientific development view we put forward in the light of a clear understanding of Gansu provincial reality a comprehensively regional developing strategy of entire and coordinated progress with leading center and two flying wings.
Thirdly, people s living conditions have even more been improved and society more harmonious. The year 2009 witnessed not only successful response to the international financial crisis but also the great improvement of people's life. We initiated a large number of projects concerning people s life and provided more benefits for the ordinary people in fighting the crisis and improving people s life.
Lu Hao expressed that under the leadership of General Secretary Hu Jintao of the CPC Central Committee they would face any kinds of difficulties and challenges and walk on the Chinese socialist road, which would be wider and wider.
