Zhao Zhengyong: Thank you for friends from the media. Firstly, I would like you to express my respects to people in Sanqin through you. I sincerely appreciate you trusts and supports to you. It is the CPC Central Committee and the people who placed me on the post of acting governor. In the future, I will work hardly in return to the cares and commission of the CPC Central Committee and people of the province with practical actions.
Currently, Shaanxi is in the key period of accelerated development. I will lead members of the Shaanxi Provincial People s Government to adjust the structure in accelerated development and promote the development in structural adjustment following the requirements of scientific development outlook. When enlarging the economic aggregate, efforts will be made to improve development quality.
The CPC Shaanxi Provincial Committee and the Shaanxi Provincial People s Government had released a series of policy measures. In the future, efforts should be made in better implementation of the policies. Firstly, we shall develop the industries with special characteristics into a large one. This is the advantage of Shaanxi Province.
Secondly, we shall greatly develop new emerging industries and gradually increase the proportion of clean energy in energy structure. Thirdly, we shall exert great efforts to develop modern service industry and focus our efforts on increasing the proportion of tertiary industry. Fourthly, we shall strengthen the elimination of lagged production capacity and close down five smalls enterprises and leave energy consumption and emission space for development of new industries.

Zhao Zhengyong: The most important thing is grasping the opportunities and bringing the advantages into full play. Besides traditional advantages, we have some new advantages. For instance, with the improvement of comprehensive traffic system of Shaanxi Province, Shaanxi s geographic advantages become more and more obvious.
If the country implements the westward opening strategy, Shaanxi is the starting point of the Silk Road, and its opening advantage will be more obvious. We shall bring these advantages into full play, grasp the opportunities of implementation of the new round of western development strategy and Guanzhong-Tianshui Economic Zone Development Planning, and fulfill the objectives of maintaining the growth, adjusting the structure and transforming the methods.
Reporter from Shaanxi TV Station: The next 10-year-period is the key period for in-depth promotion of western development. What are ideas of Shaanxi Province in new round of western development strategy?
Zhao Zhengyong: The strategic decision of the CPC Central Committee to implement the Western Development Strategy brings benefits to west China, in particular, people in Shaanxi. The achievements of western development strategy can be seen clearly. The next 10-year-period is the key period for in-depth promotion of western development.
The CPC Central Committee recently researched the work to further promote the western development strategy, and will release a series of more preferential supporting policies. This will enable us to better promote the western development strategy. In the next 10 years, we shall continue to bring the role as a bridgehead, and take a lead in western development.
Efforts should be made to enhance our self-development ability. Efforts will be made on high-tech, logistics industry and construction of soft strengths based on development of existing advantageous industries. In particular, we shall bring into good play the talent advantages to solve the bottlenecks that affect growth of talents.
Now, we are speeding up the coordination of scientific resources reform and try to transform scientific advantages of Shaanxi into productivity within three to five years, and transform from a large technological province into a powerful technological province.
Reporter from Sanqin Metropolis News and Xi an Evening News: In the Guanzhong-Tianshui Economic Zone Development Planning, construction of Xi an as an international metropolis is an important part. What measures will be released by the province? How to promote the coordinative development of three major regions, i.e. Guanzhong, north Shaanxi and south Shaanxi?
Zhao Zhengyong: Focusing on key regions and promoting coordinative development of the region have always been the important ideology of the CPC Shaanxi Provincial Committee and Shaanxi Provincial People s Government to guide work of entire province. The province has released the policies to promote the leading development of Xi an, and also released the detailed measures to support leap-forward development of Yulin.
Recently, it is conducting survey and investigation to support urban-rural coordinative development of Yan an. It also focused on development of other regions. For instance, it has made arrangements in development of energy and chemical base in north Shaanxi and recycled economic industry of south Shaanxi as well as development of equipment manufacturing industry of Guanzhong.
We have implemented these polices better in line with the guidelines determined.
Construction of Xi an into an international metropolis is an important decision made by CPC Central Committee. It reflects the requirements on construction of a strategic highland for opening of in-land cities and coincides with the national strategy of opening to western countries. Construction of Xi an as an international metropolis is a long-term task.
Shaanxi Province has established related institute and released the overall planning. Xi an and Xianyang are formulating related planning and organizing forces to promote the work in practical. This year is the starting period. Significant changes will be made in next year and the year after next. Of source, we still have certain distance with a real international city.
We shall seek for our distance with the standards and features of an international metropolis, seek for our distance carefully, enhance the strengths, speed up the construction and shorten the distance. Continuously increasing the happiness of all people of the province
Reporter from Sanqin TV Station: In you speech given just you, you mentioned that efforts should be made to increase the happiness index of all people of the province and enable people of the province to live with more respects. What are concrete plans on this aspect? What s the first engineering about people s life initiated by you after assuming you post?
Zhao Zhengyong: In recent few years, Shaanxi Province has developed rapidly and the economic strengths have been improved rapidly, ranking the 17th place in the country. However, the income of urban and rural residents has ranked in a latter position in the country. This is a difficulty in our development.
We shall make determination to solve the issue better. Recently, the Statistical Bureau of Shaanxi Province conducted a survey on happiness index of people of the province. In general, happiness index of most people in Shaanxi is good. However, seven issues have affected the happiness index. Over 18% of the public have great disputes on income distance and health situations.
Over 16% of the public have urgent demands for social security and family harmony. These are working focuses of our work in the next step. We shall take the increase of income of residents as the focuses for scientific development. The Shaanxi Provincial People s Government had released some measures.
It will formulate new measures. In the meantime, measures will be taken to speed up urbanization and promote sharing of development achievements.
The eight projects regarding people s life implemented by our province have achieved good results. Efforts should be made to promote these projects continuously. On this basis, efforts should be made to do a better job in deepening medical and healthcare system reform and improve social security system, and enable urban and rural residents to share the achievements of medical reform.
We shall solve the medical treatment difficulty and enable the security system to benefit more low-income people, weak families and disabled persons in urban and rural areas. In the meantime, we shall actively promote the education equalization and ensure the legal rights and interests of peasant workers.

Zhao Zhengyong: With my practical actions and the work of the government to make the public to realize that I am a cadre focusing on the interests of the public, a cadre that does practical things for the public, and an incorrupt and just cadre. If the public can give me such comments, I will be satisfied. This is also the requirement put forward by the party to us.
In the interview, Zhao Zhengyong said with deep affection that the Shaanxi Provincial People s Congress made the decision to appoint me as the vice governor of Shaanxi six years ago. When expressing my attitudes, I cited the adage of educator Tao Xingzhi: I come with a heart and leave without even a grass .
