On November 29, 2010, the Unveiling Ceremony of Shaanxi Bulk Coal Transaction Center (BCTC) was ceremoniously convened in Xi an City, which indicated that China coal market reform has witnessed substantive progress in northwestern main coal producing area, and played an important role in building the first-class modern coal transaction market in China, promoting the coordinated and healthy development of the affiliated industries involving coal, coal chemical industry, logistics, finance, etc.
in Shaanxi Province and the northwestern regions and guaranteeing the economic and social development in Shaanxi Province. Mr. Zhao Zhengyong, Acting Governor and Mr. Jiang Zhimin, Vice President and Secretary General of China National Coal Association (CNCA) attended the above-mentioned unveiling ceremony, and Vice Governor Wu Dengchang delivered a speech.
BCTC was organized by Shaanxi Coal and Chemical Industry Group Co., Ltd, and operated and managed by Shaanxi Coal Selling and Transportation Corporation. As the unique modern coal transaction center in the northwestern region BCTC s business takes coal as its main part, involving the other diversified industries such as coal chemical industry, mechanism manufacture, building installation, iron and steel, electrical power, logistics, etc.
The coal transaction resources are based on Shaanxi Coal and Chemical Industry Group, relying upon five provinces in northwestern regions and Inner Mongolia, taking into consideration the surrounding provinces such as Henan, Shanxi, etc., facing the domestic and international coal consumption markets concerning electrical power, metallurgy, building materials, chemical industry, etc.
, adopting such modes as spot contract and listing, auction transaction, bidding and procurement, quantitative transaction, etc., providing open, highly effective and credible coal spot transaction by means of intensive transaction platform and electrical transaction system, and providing high-quality, convenient and highly effective logistic service through strong logistic service network established by the aforesaid Group.
It is estimated that as of 2012, the annual trading volume would reach 150 million tons, and transaction amount would reach 60 billion yuan; by 2015, the trading volume would reach 300 million tons and transaction amount would reach 150 billion yuan; by 2020, trading volume would reach 500 million tons, and transaction amount would exceed 300 billion yuan.
With the development of China coal market reform, Shaanxi coal selling and transportation system reform has been increasingly deepened. In 1998, the aforesaid Group took a leading role in implementing joint sales in China, and professional and unified sales in 2008, which gave full play to the operation and scale advantages of the large groups, resulting in favorable socio-economic benefits, and made outstanding contributions to the construction of energy chemical base in Shaanxi Province.
In 2009, the above-mentioned Group actively developed modern logistic industry, and signed the cooperation agreements with 4 provinces & 4 ports , respectively, which accelerated the construction of riverine and coastal large logistic nodes and digital coal production and distribution bases, deepened the integrated cooperation of coal, electricity, roads and ports, and preliminarily built a large logistic channel system, thus laid a solid modern logistic base for the long-term development of the enterprises.
Wu pointed out that the establishment of BCTC both conformed to the direction of national coal market reform and met the actual requirements of modernization and informationization of coal industry in Shaanxi Province and the northwestern regions. He hoped that the said Group could constantly deepen and innovate the coal selling and transportation system reform, unswervingly promote coal market reform, give full play to the market in guiding, adjusting and distributing the coal resources, build a highly effective and convenient service platform for all the parties of coal production, transportation and requirements, and further facilitate the healthy development of coal industry in Shaanxi Province and northwestern regions so as to make new contributions to the sound and rapid economic development in Shaanxi Province.
