On the afternoon of Dec. 11, Shaanxi Provincial People s Government and Sinopec Group signed a strategic partnership agreement. Zhao Zhengyong, deputy secretary of the CPC Shaanxi Provincial Committee and acting governor of Shaanxi, and Su Shulin, general manager of Sinopec Group, secretary of the party group and chairman of Sinopec Holdings Co., Ltd attended the signing ceremony.
Lou Qinjian, member of the Standing Committee of CPC Shaanxi Provincial Committee and standing vice governor of Shaanxi, and Zhang Jianhua, member of the party group of Sinopec Group and senior vice president of the holding company, signed the agreement.
Before the signing ceremony, both sides had a symposium to exchange opinions on related issues. At the symposium, Zhao Zhengyong briefly introduced the basic development situations of our province during the 11th Five-year Plan period, and indicated that it is the basic strategy of Shaanxi Province to support development of central SOEs including Sinopec.
Currently, Shaanxi Province has entered the expressway of fast development. Resource conditions, development basis and ardor of cadres of the province enabled Shaanxi to realize better development during the 12th Five-year Plan period. It is the right time for Sinopec to expand the development in Shaanxi.
It is hoped that the company could enhance the investment strengths, speed up the construction of related projects and cooperate with enterprises in Shaanxi in an in-depth manner. Shaanxi Provincial People s Government will create good conditions for development of enterprises from aspects such as infrastructure and investment environment.
During the symposium, Su Shulin indicated that signing of the strategic partnership agreement is a milestone in development of Sinopec in Shaanxi. The company will enhance the cooperation with Shaanxi, speed up expansion of development sectors and scale, actively promote construction of related projects and contribute to economic and social development of Shaanxi.
According to the agreement, Shaanxi Province and Sinopec will enhance cooperation on six aspects by sticking to the green, environment-friendly and circular low-carbon economic development concept. Firstly, it will speed up the oil exploitation and development speed in Zhenba District of South Shaanxi and realize scaled development during the 12th Five-year Plan period.
Secondly, it shall strengthen scientific and technological innovation. Sinopec will accelerate the development of gas field in Daniudi, Yulin and support development of enterprises in Shaanxi and gasification of Shaanxi project in terms of natural gas supplies. Thirdly, it shall actively promote the oil and natural gas reconstruction and expansion work in Xi an.
Fourthly, Shaanxi Provincial People s Government supports Sinopec and large-sized enterprise groups in oil and gas and traffic sectors of Shaanxi to make in-depth cooperation in marking of finished oils and other products, and realize the sharing and coordination of resources and information. Fifthly, Shaanxi Provincial People s Government supports Sinopec to develop oil and gas marketing network in all cities of Shaanxi.
Sixthly, it shall actively carry out the pre-stage work for development of coal and chemical industry in Shaanxi and kick off the construction project at appropriate time.
