On Jan. 16, Wan Qingliang, Mayor of Guangzhou, chaired the municipal executive meeting, which discussed and approved in principle the "Lawmaking Plan (Draft) for Guangzhou in 2011". The "Administrative Regulations on Maintaining Facades of Buildings (Structures) on Two Sides of the Road" has been included in the formal projects of government regulations this year, while Guangzhou's school safety regulations have been included in the preparatory projects.

There are totally 26 projects of government regulations included in Guangzhou's legislative plan this year, 17 of which are formal; and 25 proposal projects included in local legislative planning, 7 of which are formal. Importance will be attached to strengthening city management, standardizing the market economic order, improving people's livelihood, boosting culture soft strength and promoting administration according to the law.

To solidify the achievements of the 'beautifying of Guangzhou' construction projects completed for the Asian Games, and to create a permanent mechanism for the city management of these facilities, the "Administrative Regulations on Maintaining Facades of Buildings (Structures) on Two Sides of the Road" has been included in the formal projects of government regulations this year, and specifically aims at defining which departments are responsible as to maintenance and funding to keep the facades of these buildings clean and beautiful.

The meeting also adopted the "Administrative Regulations on Garbage Classification in Guangzhou Urban Areas (Draft)". The meeting requires people to fully recognize the necessity of garbage classification administration, vigorously publicize and promote the concept of garbage classification, clearly define their responsibilities and pay attention to implementation.
