On February 20, 2011 The China National Development and Reform Commission (NDRC) raised the prices of petrol and diesel to 8,080 RMB(1230 USD) and 7,330 RMB (1116 USD) per ton respectively, 350 RMB (53 USD) higher than the prices in December 2010. As a result, the closer industries like logistics and transportation have seen immediate changes in surcharges.
Some air companies announced adjustments to their fuel surcharges from March 1. Cathay Pacific and Dragonair will increase fuel surcharges from 18.3 USD to 21.2 USD on each Chinese Mainland to Hong Kong trip. Trips from Hong Kong to Australia, New Zealand, North America, Europe, Africa, Middle East and South Asia will be raised from 86.8 USD to 95.8 USD, and other trips from 18.3 USD to 21.2 USD. Hong Kong Airlines will adjust HK-Moscow trip to 95.8 USD and others to 21.2 USD.
From March 1, the fuel surcharges of trips within China will become 50 RMB (7.6 USD) below 800 kilometers and 90 RMB (14 USD) above 800 kilometers.
Fuel has accounted for about 20% of the cost in the logistics. So the logistics and express delivery have also joined to ask for more fees. Shunfeng Express planned to create the "pickup fee" of 3 RMB (0.46 USD) for recipients in 16 Chinese cities including Zhuhai, Huizhou, Zhongshan, Wuxi, Tianjin, Beijing and Chengdu.
