On July 2, People's Government of Guangzhou Municipality held the Working Meeting for Formulating Guangzhou's Twelfth Five Year Plan. Standing Committee of CPC Guangzhou Committee, Executive Vice Mayor Wu Yimin pointed out that, viewed from development phases, during the twelfth five year plan, Guangzhou will enter a new phase of accelerated development as a national central city.
From the year 2006 to 2009, the city's total GDP grew by 13.5 percent annually, 1.5 percentage points higher than the target set in the eleventh five year plan. In 2009, regional GDP totaled 911.276 billion RMB, ranking the third among Chinese cities and the 30th in the world. Per capita GDP reached 88,834 RMB, reaching the level of high income countries and regions.
Wu Yimin noted that viewed from development phases, during the twelfth five year plan period, Guangzhou will enter a new phase of accelerated development as a national central city. "We should vigorously carry out the strategies of 'enhancing functions, focusing on innovation, pursuing green development, making the people and the city affluent', and strive to turn Guangzhou into an international trading centre, international shipping center, financial center, knowledge innovation center and advanced manufacturing base."
Wu Yimin demanded that when compiling the twelfth five year plan, Guangzhou should pay attention to the following eight aspects:
1. Focusing more on economic restructuring, speeding up the transformation of economic development mode;
2. Focusing more on enhancing self-innovating ability, speeding up the construction of national innovation city;
3. Focusing more on mechanism innovation, speeding up pilot practice and experiment;
4. Perfecting the infrastructure facilities required for a hub city, speeding up the construction of international shipping center;
5. Focusing more on promoting green development, creating a livable city in the province;
6. Promoting balanced urban and rural development, speeding up the process of urbanisation;
7. Focusing more on regional cooperation, upgrading the central city functions,
8. Focusing more on improving people's welfare, speeding up the construction of a harmonious society.
