Shenzhen will strive to build a civil society as early as possible, Wang Rong, Party Chief of the city, said Tuesday (Aug 31) in an interview with domestic media.

Shenzhen, as China's first special economic zone, must be more innovative in future political and economic development to deserve the title, he said.

Setting up a civil society, which is composed of voluntary and charitable civic and social organizations and institutions, is vital for the development of society, he said.

He also said Shenzhen will give priority to developing five industries namely biology, new energy, Internet, new materials and cultural industries between 2011 and 2015. These are expected to generate a total output value of 1 trillion RMB (147 billion USD) by the end of 2015.

Shenzhen would also boost cooperation in the service industry sector with Hong Kong, and the two cities would seek to complement one another rather than compete, he said.

Wang said he believed that Hong Kong was more international and had a modern service industry, whereas Shenzhen could support Hong Kong's service industry with its advanced manufacturing and technology industries.
