The Guangzhou Reform and Development Commission recently passed a new regulation which allows migrant workers to apply for a local hukou, China's household registration.
A point-based system will be set-up to evaluate applicants which includes 13 indexes such as education, the purchase or not of social insurance, contributions to society, investment, etc. Migrant workers shall need to get 85 points to be eligible for a Guangzhou Hukou with all the benefits it entails.
The new regulation applies to Chinese nationals who work in Guangzhou, including farmers, migrant workers and high school graduates, as well as residents from Zengcheng and Conghua.
However, people who have violated the one-child policy, committed a crime, lived in the city without a temporary residence permit or without social insurance and legal work for over a year won't be entitled to apply.
