According to Guangzhou Municipal Development and Reform Commission, from next year to 2015, Guangzhou will try to reduce the energy consumption per GDP to 0.54 to 0.56 standard coals. Carbon emissions intensity of energy consumption will be lower than the national and provincial standard in the same period. In the next two years, Guangzhou will put into operation 2,600 energy-saving cars or new energy cars through purchase subsidy and some other measures.
Currently, Guangzhou is enacting the implementing plan of the fiscal subsidy for the promotion of energy-saving cars or new energy cars. The government plans to strengthen the fiscal input on the purchase subsidy, infrastructure, research and development and some other areas for those cars. And 2,600 energy-saving cars or new energy cars will be used in public transportation, taxis, post service, environmental protection, public service and social passenger vehicles. It is estimated that by 2012 the new energy bus will cover 10 percent of the whole bus system.
The new energy cars are equipped with imported electrical power system which allows the energy saving rate to be percent to percent and realise the zero emission. Now there are 174 hybrid cars and 26 electrical power vehicles in Guangzhou, which will be put into use before the Asian Games. After the Games, travel lines for the new energy buses will be arranged and the price of the bus ticket will be the same as the normal buses.
Chen Haodian, Deputy Director of Guangzhou Municipal Development and Reform Commission said that "The guiding principles on developing low carbon economy for Guangzhou" had been officially announced. Besides the transportation areas, there will be 10 low carbon projects promoted in Guangzhou in the next 5 years including green building, low carbon travel, carbon market cultivation and so on to build Guangzhou into a low carbon city.
