The 13 th Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (OCS) opened on Dec. 20th at the Guangzhou Baiyun International Convention Center. At a press conference held last week, the deputy mayor Gong Erzhen said, as the host and one of the organizers, Guangzhou intends to draw in more overseas professionals by making constant efforts to improve conditions for innovation and startup businesses.
To match the theme "innovation, " 5 new events are added this session. For example, in the high-end academic forum to be held yesterday, the organizer is to gather 120 outstanding young scholars to exchange ideas with national and regional authorities on overseas professional affairs.
As a national-level talent fair, the OCS is an authoritative and efficient platform for both highly qualified oversea scholars and domestic employing units. This year it succeeded in attracting over 170 exhibitors and 2051 applicants from abroad, among which 55% hold a PhD degree.

Guangzhou plays a leading role in attracting overseas professionals and could guarantee almost 1000 high-end positions prior to the convention.
In addition, the municipal government has issued 11 favorable policies supporting innovation and startup businesses in its efforts to encourage more highly qualified professionals to move to Guangzhou.
"Capital support will be given to innovative projects signed during the convention which meet specific conditions" said Zhan Decun, the director of the OCS Office.
He added that Guangzhou has absorbed on average 10%~15% of overseas professionals in previous years. Given the advantageous economic environment and governmental facilities, the number is likely to remain stable or even increase this session
