'The Program for the Development of the CEPA (Close Economic Partnership Agreement) Demonstration Zone in Nansha' by the Guangzhou Urban Planning Bureau has just been released. It is a blueprint which maps out the future development of the Nansha Demonstration Zone. According to this plan, a CEPA demonstration zone will be built in a plot of land that spans 108 sqaure kilometers in Nansha.
When completed, this zone will become an international community that facilitates cooperation between Guangdong, Hong Kong and Macao in the development of high-end sectors. In addition, successful business practices and mechanisms of Hong Kong and Macao will be adopted to promote the development of this demonstration zone that consists of the following six functional areas.
1. A Comprehensive Urban Service Center along the Jiaomen River: which will cover an area of eighteen square kilometers. This service center is designated as the administrative center of Nansha New Town.
2. A Regional Cooperation Service Center in Hengli Lingshan Island: With 25 square kilometers in space, this area is designated as a core region for the Hong Kong Guangdong Macao cooperation project. It will also function as a production and management center of the Pearl River Delta and as an international business and living community that reflects a low-carbon lifestyle.
Developmental Internet facilities and other state-of-the-art information technologies will be introduced here to advance the new era infrastructure, social sectors and urban management. Efforts will also be made to explore a new model of intelligence urban management so that this area can be built into a leading intelligence region in China.
3. A living Community in the Eastern Waterfront along Zhujiang Street: spanning ten square kilometers, this area will be developed into a quality living community that features a cluster of creative industries. It is bound to become a magical international community in the near future.
4. The Eastern New Town: with twenty-two square kilometers in space, this area will be built into a tourism demonstration area that focuses on the development of a health service sector. Already home to a large number of historical and cultural sites, this area is a hot spot for cultural, business and tourism investment and will become the most attractive area of Nansha.
5. Huigu (The Intelligence Valley): covering an area of ten square kilometers, Huigu will become a demonstration area of modern service sectors and hi-tech industries. It will be an area teeming with creative vitality and a paradise for young people with entrepreneurial ambition.
6. A Seaport Industry Comprehensive Service Region: spanning over eight square kilometers in space, this area will be developed into a coastal new town that promotes the development of seaport industries in Nansha by providing supplementary services.
