Baiyun District will focus on developing nine key areas in 2011, including "one axis", "one ring", "one base", "two towns", "two lakes", and "two blocks", district officials announced on January 10 at the ninth plenary session of the tenth CPC Baiyun District Committee. In the future, new industrial enterprises in the district will no longer be located in the district's 14 sub-districts; instead, they will be based in four towns in the district.

Statistics show that Baiyun District registered GDP of RMB 94 billion in 2010, 1.4 percentage points higher than 2009. The district's local financial revenues surged 12.5% year-on-year in 2010 to reach RMB 3.32 billion.

In 2011, the district will set out to build its nine key areas, including the northern extension line of the central axis of Guangzhou, the north airport economic circle, the innovation base for privately run technology firms, the Baiyun New Town, the Jinshazhou New Town, the Baiyun Lake, the South Lake, the West Yuncheng Area, and the northern extension area of the Baiyun New Town.
