"Medium- and Long- term Planning Outline for Talent Development in Guangzhou (2010-2020)" ("Talent Planning Outline" for short hereinafter), approved by the municipal Party committee and the government, will be officially released today, according to the information the reporter got on February 27. Guangzhou will build an international talent center which bases on South China, serves the country and connects the whole world in a decade.
"Talent Planning Outline" specifies the main task of talents development: to speed up the introduction and training of high-tech innovative talents, to develop the talents most needed in major fields of social economic construction, to strengthen the globalization of talent development, to carry forward vigorously the flexible introduction of talents, and to make an overall plan for the development of talents who work in Party and government departments or non-public economic and social sectors, and those with business management expertise, professional skills, high skills, farming knowledge and social work knowledge.
"Talent Planning Outline" proposes to make greater efforts to create sound environment for the development of Talent Service and to accelerate the integration of talent development in Pearl River Delta by strengthening talent cooperation and enhancing Guangzhou-Foshan talent resource sharing. To achieve the goal, efforts should be made to perfect talent management mechanism of fully utilizing talents and perfecting the government's macro-management, market allocation and independence of recruitment and employment, and innovate the mechanism of the introduction, cultivation and development, evaluation and discovery, selection and appointment, flow and allocation and stimulation of talents.
To support the talent development, Guangzhou will carry out 11 major talent projects such as "Plan of 100 Leading Talents of Creative Entrepreneurship", "Plan of Specially Recruited 'Yangcheng Scholars' ", "Cultivation of High-quality Talents", "Project of Masters in Culture and Arts", "Promotion of Young Talents" and "Supporting Program for University Students' Business Start-up".
