Japan refuses to participate in the fishery project in South Kuril Islands, Russia

It is reported on February 18 that Andre Yi Niyi Carat who is the Russian Minister of Fisheries invited Japan to participate in (Japan calls "North Four Islands") the fishery project in South Kuril Islands a few days ago. He indicated that he hoped the Japanese can separate the question of territory and the economic cooperation.
It is reported that Yi Niyi carat made the above indication on 17th when accepted the interview of Japanese NHK Television station. He said that following the Chinese Enterprise decided to invest South Kuril Islands, the Russia was also negotiating with the South Korean Enterprise about the implementation of aquatic product project.
