On 22 December 2008, officers of Hongqilafu Customs House (affiliated to Urumqi Customs District) exerted control and released in the heavy snow a batch of plant equipment that were exported to Pakistan.

Hongqilafu is the single category-one Chinese port that is opened to Pakistan. Given the weather conditions, the port only functions from 1st May to 31st December ever year. In the mid-December 2008, blizzards hit Hongqilafu, leaving an accumulation of 60 centimeters of snow on the ground and a temperature that dropped to -36 .
As the port would be closed soon, there appeared sharp increase in the flows of goods and passengers. Despite the frigid weather, Customs officers worked overtime to release the passenger luggage and goods. From 15th December to 22nd December 2008, they have exerted control over 534 entries and exits of passengers, 175 arriving and departing vehicles and 3358 tons of import and export commodities.
