MEP and the People's Government of Guangdong Province Signed an Agreement of Cooperation to Promote and Implement the Outline of the Plan for the Reform and Development of the Pearl River Delta

On March 25, MEP and the People's Government of Guangdong Province signed in Guangzhou City the agreement of cooperation on promoting and implementing the Outline of the Plan for the Reform and Development of the Pearl River Delta (2008-2020). MEP Minister Zhou Shengxian and Huang Huahua, Deputy Secretary of Guangdong Party Committee and Governor signed on the agreement. Member of the Political Bureau of the CPC Central Committee and Secretary of Guangdong Party Committee Wang Yang attended the signing ceremony.
According to the agreement, both sides would enhance cooperation in terms of integrating the environmental protection across the Pearl River Delta region, making trial efforts on environmental management systems and mechanisms and economic policies, facilitating the environmental impact assessment in the Delta region and the upgrading of the industrial mix, enhancing the prevention and control of water pollution in Pearl River basins, accelerating the establishment of the mixed air pollution prevention and control system in the delta region, working harder in the rural environmental protection and the ecological improvement, promoting the development of the environmental protection industry, and establishing advanced environmental monitoring pre-warning system and emergency response system, so that they could thoroughly implement the Outline of the Plan for the Reform and Development of the Pearl River Delta (2008-2020), and build the delta region into a national trial area and demonstration area for exploring the scientific development of the environmental protection work.
In his speech, Zhou noted that this agreement of cooperation in environment field involved a wide range of areas, highlighted the priorities and provided a variety of cooperation forms. It would not only help Guangdong Province to do better in environmental protection but also accumulate helpful experience for other areas. MEP would give more supports to Guangdong Province on five aspects, such as integrating the environmental protection across the Pearl River Delta region, making trial efforts on environmental management systems and mechanisms and economic policies, facilitating the environmental impact assessment in the Delta region and the upgrading of the industrial mix, enhancing the prevention and control of water pollution in Pearl River basins, accelerating the establishment of the mixed air pollution prevention and control system in the delta region, and boosting the ecological improvement and environmental capacity building.
In order to ensure that the tasks under the agreement made steady progress, the agreement proposed to establish a cooperation mechanism between MEP and Guangdong Province. Leaders of MEP and Guangdong Province organized principals of relevant MEP departments and departments under Guangdong provincial people' government to hold regular meetings, in order to deliberate major issues concerning Guangdong Province especially the Pearl River Delta region.
The signing ceremony was chaired by Lin Musheng, Deputy Governor of Guangdong Province.
