The Workshop of Corruption Prevention for Asian and African Countries Successfully Accomplished surveys in Fujian Province (Photos)

From November 20 to 23, 2008, representatives from the Workshop of Corruption Prevention for Asian and African Countries surveyd corruption prevention work in Fuzhou City, Quanzhou City, Zhangzhou City and Xiamen City of Fujian Province and conducted working exchanges with local discipline-inspection and supervision departments.

In Fuzhou, Chen Wenqing, Member of the Standing Committee of CPC Fujian Provincial Committee and Secretary of Fujian Commission for Discipline Inspection met with the representatives and introduced the provincial situation of Fujian, information of discipline-inspection and supervision departments of the Province and the work of combating corruption and upholding integrity.

Chen Lun, Deputy Secretary of Fujian Commission for Discipline Inspection and Chief of Supervision Department introduced the practices and achievements made in corruption prevention throughout the province. The delegation also went to Fuzhou Administrative Service Center to learn the information on online examination and approval and electronic supervision work.

At the Quanzhou Straits Sports Center, representatives learned the local government s practice of constructing key projects through BOT mode, information on strengthening constructing of clean governance in project administration and discussed the issues such as project bid invitation and submission and supervision on clean governance.

In Zhangzhou, the delegation surveyed the Administrative Service Center, Bid Invitation and Submission Center and the Center of Public Resource Allocation and Supervision. Head of the municipal commission for discipline inspection introduced the standardization of administrative power operation. People from the municipal Bureau of Forestry briefed on information of standardizing administrative power operation.

In Zhangzhou, Fujian Commission for Discipline Inspection and Supervision Department interviewed five representatives from the delegation and they indicated that they had learned a lot of experience in corruption prevention while investigating in Fujian Province. Auctova from Nigeria said that the Workshop really expanded her horizon and enlightened her.

According to her, China is a good example for them to learn from. She said they can learn from the experience that Quanzhou Municipal Government constructed big projects with BOT financing mode, which can also prevent corruption. In her eye, Zhangzhou Municipal Administrative Service Center is a big supermarket and through supplying one-stop service, local government can improve working efficiency and meet various demands from the people.

Nigeria also needs such service mode. She hopes her own country can establish similar anti-corruption mechanism at an earlier date. A representative from Mauritius said that the trip to Fujian left a deep impression on him, and he personally witnessed China s capacity of rapid action against corruption.

He expressed his appreciation to Chinese Government s courage and capacity in combating corruption. He believed that with the principles of serving the common people, Zhangzhou Administrative Service Center is transparent in operation, which is a rather good practice. A Tanzania representative said that he had witnessed and learned a lot during the trip.

According to him, the key link of corruption prevention work is to establish effective mechanism and system. After returning to his own country, he would suggest Tanzanian Government to learn form China s anti-corruption mode to improve the system of corruption prevention. A Mongolian representative said that the Workshop is effective and China has a lot of experience to learn from.

In Fujian, he also learned a lot of anti-corruption measures. China is a good example of corruption prevention and its practices in standardizing power operation are also good examples. He expressed his gratitude to China for the opportunity. A representative from Viet Nam said that he saw the dynamics and rapid development of Fujian, and the openness and transparency in administrative examination and approval.

This is an important step in corruption prevention. Viet Nam should learn from China in this regard.
