In June 2004, to resolve the problem of transporting the coal produced in Shanxi to other areas, the State decided to invite domestic locomotive manufacturers for a public bid for large-power AC-driven electric locomotives with a design speed of 120 kmph, an 8-axis of maximum power of 9,600 kW and a traction force of over 20,000 tons of freight trains.

We should not only introduce technologies, but also assimilate and renovate them, otherwise we will get stuck in a vicious circle of introduction-backwardness-reintroduction .
How to accomplish independent R & D, make self-innovation and truly master top technology on the basis of introduction in the shortest time? On the premise of fully drawing on the existing mature experience in eight-axis locomotive project management and design quality control procedures, the engineers of CSR ZLC chose the mode of integration of manufacture, learning and research and pooled superior resources from all sides for renovation.
