"Jinling Customs" to be Established This Year

"Jinling Customs" which is subject to Nanjing Customs, will be set up in Nanjing this year. The reporter gets this news from Nanjing Customs on 8th. Jinling Customs will be responsible for the holistic customs affairs in Nanjing and foreign trade companies of Nanjing will accordingly reduce their logistics cost.

It is introduced that, there are now 5 institutes directly providing customs services in Nanjing: Nanjing Customs On-site Business Department, Post Office Based Office, Lukou Airport Based Office, JNDZ Based Office and Xinshengwei Customs. Without a unified institute that can manage customs business in Nanjing, such kind of management structure is loose.

Under current situation, when dealing with affairs related to integrated port construction and development, we have to communicate with each customs institute in Nanjing and then seek advices from Nanjing Customs. Multiple coordination levels and long cycle time bring troubles to Nanjing comparing with other cities with independent customs institutes.

Along with the rapid development of opening development of Nanjing, business volume increases gradually. According to statistics, number of new foreign trade companies went up to 538 in 2009, setting a record ever. Export for the whole year was 18.46 billion USD, ranking after Suzhou and Wuxi in Jiangsu Province.

To better exert the role of customs in the development of opening economy, there's an urgent need to establish a local customs institute that is under Nanjing Customs and commanding other on-site customs offices.

It is reported that, the provincial government has submitted the application of setting up "Jinling Customs" to the State Council for approval. Nanjing Customs is actively assisting the provincial and municipal government to facilitate the establishment of Jinling Customs, which hopefully will be founded this year.

When Jinling Customs goes into operation, it is hopeful that import and export enterprises of Nanjing can spend less cost on custom clearance and logistics and improve product competitiveness in the international market.

When the unified customs institute is established, current customs operation sites will hold the rights of releasing airfreight, water carriage, railway transportation and land transportation. Ports and supervision points will be linked. If the import/export goods of a company need to declare to several channels of customs, one-stop procedure will be available, thus, efficiency is enhanced and cost is reduced. (Nanjing Daily)
