Nanjing Ascend to Trillion City in 5 Years

The 12th 5-Year-Plan period will be an important phase for Nanjing to establish a higher level well-off society and take a lead to basically realize modernization. Now, the 12th Five-Year General Plan of Nanjing National Economy and Social Development compiled with the lead of Nanjing NDRC has entered the final stage. The 12th 5-Year-Plan is an opportunity period for Nanjing to rapidly enhance its urban comprehensive competitiveness. In 2010, GDP of Nanjing reached 500 billion RMB. Economic aggregate of Nanjing during the 12th 5-Year-Plan will be multiplied. It is estimated that, by end of the 12th 5-Year-Plan , GDP of Nanjing will exceed one trillion.

Huang said, by that time, 8 or 9 sub-provincial cities out of 15 in China will achieve such an economic aggregate. So, the one trillion target for Nanjing should be hit with higher development quality, representing theories of the scientific outlook on development and innovative advantages of Nanjing.

One trillion with higher quality firstly is reflected by economic structural optimization. By end of the 12th Five-Year-Plan , Nanjing will basically form a industrial system based on service economy. Among economic aggregate, proportion of tertiary industry should stably go up to around 56%, secondary industry around 42% and primary industry around 2%.

With respect to details of the industry, efforts should be put forth on developing emerging industries in the manufacturing industry; innovative and talent-intense industries should be developed in the service industry, such as software and information service industry, financial and insurance industry, tourism and exhibition industry and logistics industry.

Urban ecological and efficient agriculture should be developed.

During the 12th 5-Year-Plan , average GDP per person in Nanjing will reach 14,000 dollars. In order to align growth of income and GDP, Nanjing has clearly put forward income double target: income of farmers double in 5 years and that of citizens double in 6 years. During the 12th 5-Year-Plan period, rural land will enter production field, becoming ownership rights through land reforming, village management and promotion of rural industrialization.

Land will become an important element for farmers to participate the allocation, which will largely improve property and stock earnings of farmers. At the same time, during the period, production mode of the countryside will be improved by developing urban type ecological and efficient agriculture, which will help to improve earnings of the farmers.

Security system improvement such as securities for farmers who have lost land, and pension for villagers is actually improve welfare of farmers.
