To Better Implement Policies

Departments in different places of Xinjiang have been discussing on how to better implement the central government's preferential policies, to develop economy and improve people's livelihood in Xinjiang.

Xinjiang has been approved as the 14th national large coal production base by the central government. This heralds a golden development period for Xinjiang's coal resource. Lots of big enterprises including China Huaneng, Huadian,and Guodian have poured large amount of investment here. Now the projects valuing at over 100 billion Yuan have started construction in succession.

This year, the output of raw coal in Xinjiang is predicted to top 100 million tons. The region has worked out special program to further the coal exploitation and infrastructure construction in South Xinjiang's 3 prefectures.

HUANG DAOCHENG, SENIOR ENGINEER XJ COAL INDUSTRY MANAGEMENT BUREAU:

"We will try our best to solve problem of coal resource shortage in 3 to 5 years."

In order to create a better environment for the small and medium sized enterprises, Xinjiang held a talk with persons in charge from ethnic trade companies. They discussed on tax reduction and exemption, preferential policies support for the SMEs at the forum.

"We have got great support from policies.The aiding capital has surpassed the past 10 years' total."

Xinjiang has also worked out programs on improving people's livelihood. Urumqi City plans to invest 3.5 billion Yuan to reconstruct 21 low-conditioned areas. It has poured 500 million Yuan supporting fund to newly build and reconstruct the city's living infrastructure. In Altay, Hotan and Kashgar prefectures, the projects of enriching herdsmen and resettlement projects have started construction successively, aiming to benefit over 800,000 farmers and herdsmen by 2015.

The preferential policies of the central government have been well implemented, and the people and economy in XJ have got benefit from them. The policies have been promoting Xinjiang's leapfrog development and lasting stability.
