Main Functions:
1.To carry out daily operations of the Office of Provincial Commission of Work Safety. Its main responsibilities include the following: to research and present suggestions on key guidelines, policies and measures concerning the province s work safety; to supervise, examine, guide and coordinate work safety efforts of provincial government departments and municipal governments; to organize comprehensive and specialized inspection and reviews on work safety; to participate in research on work related to work safety in the fields of industrial policy adoption, capital inputs, scientific and technological development; to investigate and handle major accidents in the province, respond to investigation reports on major accidents entrusted by the provincial government; to coordinate the emergency rescue operations of major accidents; to guide and coordinate administrative law enforcement of work safety in the province; to hold meetings and major conferences of Provincial Commission of Work Safety, supervise, facilitate and check up implementation of decisions made by Provincial Commission of Work Safety.
2.To manage work safety in the province. To draft local laws, rules, regulations and policies governing work safety in the province, formulate and issue work safety rules and regulations for industrial, mining, commercial and trade sectors as well as comprehensive rules and regulations, draft and implement safety standards for industrial, mining, commercial and trade sectors.
3.To exercise functions and powers in comprehensive supervision of work safety in the province. To guide, coordinate and oversee supervision of work safety of relevant government department; to map out development plans for the province s work safety; to conduct regular analysis and forecast of work safety situations in the province, research, coordinate and resolve major problems in work safety.
4.To release information on workplace safety, compile statistics on the number of workplace accidents and conduct analysis of administrative law enforcement in work safety; organize and handle investigation and handling of major accidents, and supervise handling of the aftermath; organize, instruct and coordinate emergency rescue operations of accidents.
5.To supervise safe production of dangerous chemical products and fireworks.
6.To guide and coordinate examination and inspection of work safety in the province; to check the qualifications of non-governmental intermediary organizations involved in examining, testing, assessing, training and consulting workplace safety and equipment (excluding special equipment) in industrial, mining, commercial and trade sectors, and supervise and inspect their work..
7.To organize and guide training and education programs on work safety in the province,organize training and evaluation of work safety inspectors, organize and guide the tests and evaluation of professionals in special disciplines (excluding operators of special equipment), company managers and safety personnel; to supervise and inspect training on work safety.
8.To oversee safe production of industrial, mining, and trade companies that are under the administration of the province, and to supervise in accordance with the law the implementation of laws and regulations on work safety in these companies and their maintenance of work safety conditions and relevant facilities (special equipment excluded), materials and labor protection articles.
9.To supervise and inspect, pursuant to the law, that the safety facilities in new, reconstruction and expansion projects are designed, constructed and put into use at the same time as the main part of the construction project; to supervise and examine, pursuant to the law, the sanitary situation in work places, the control of major hazard, and the elimination of serious potential accidents; to investigate and deal with production and business operation entities that fail to meet the conditions for safe production according to the law.
10.To map out scientific and technological plans for safe production; to arrange and guide major scientific and technological research programs on safe production and technology demonstration work.
11.To take charge of the implementation of examination for practitioners qualification of certified safety engineers and the registration.
12.To arrange exchanges and cooperation on production safety.
To undertake other tasks assigned by the provincial government and the provincial safe production commission.
