The DDA Weather Park, with a total investment of 58 million Yuan and an area of 200 thousand square meters, will soon be starting construction. After its construction, it will become a high-tech tourist attraction integrating popular science education and leisure, and it will fill Dalian's weather theme park blank. It is an epitome of DDA to fully create a liveable environment. In 2010, DDA will further enlarge the city's construction strength. With the objective of creating a first class DDA, it will start by perfecting the city's functions, improving the city image, and satisfying social requirements, it will invest 0.65 billion Yuan into enhancing the infrastructure bearing capacity, creating a beautiful business-suitable, liveable and tourism-suitable city, and fully improve the city's environment.
In order to further perfect the city's functions and create a good leisure environment for citizens, DDA will provide them with conveniences to go to the parks. Beside the Weather Park, DDA plans to construct Laodong Park, a Botanical Garden, Baishi Bay Coastal Park, and Dongjuli Neighborhood Park, and also rebuild the Niutoushan Neighborhood Park this year. At the same time, it will complete construction of adjacent roads, streets and squares. In order to reduce garbage pollution and help perfect the city's appearance, DDA will continue to cooperate with Jinzhou to construct the Domestic Garbage Disposal Plant Project and finish it this year. In the meantime, four sets of domestic garbage compression devices and 50 sanitation working devices and snowplows will be purchased, and 60 domestic garbage points and 15 public washrooms will be constructed.
The eco-liveable environment could weigh into the development level of the regional economic society as well as be an important component of the city image. In 2010, 480 thousand square meters green lands will be newly built, 170 thousand square meters green lands will be reformed, and 260 thousand trees of all kinds will be planted. In order to enrich the colors of the green land, make plant heights orderly, and diversify the landscape to create a more beautiful urban greening landscape. The '3 to 4 progressive landscape creating method' will be used to conduct the greening supporting construction along municipal roads and in industrial zones. The '3 to 4 progressive landscape creating method' is meant to adopt the micro-topographic relief and fruit-hill style lawns, thus dividing the landscape into ground-covering plants and lawns, short flowering shrubs and hedgerows, high flowering shrubs and short small trees, and tall deciduous and evergreen trees. Dongbei Street and Liaoning Street will be contained in the 'Ones' Key Roads and Streets Rebuilding Project', and be connected with Jinma Road and Binhai Road to perfect the roads and streets appearance of the central district. Also, the pavements of 10 roads and streets with 150 thousand square meters (including No. 1 Road and No. 12 Road) will be newly constructed, and the pavements of 4 streets with 110 thousand square meters (including Wucai City) will be rebuilt. 950 street lights will be erected to solve the night lightening problem in No. 28 Residential District. In order to create sleepless 24/7 city, the LED Street Light Energy Conservation Project will be pushed forward and the Building Lightening Project along the Jinma Road will be promoted continuously using festive lightening. All this is expected to be completed before May Day.
To satisfy public requirements is one of the key aims of the DDA this year. Therefore, the DDA will repair 17 roads and streets with 600 thousand square meters, including Daqing Road, Songlan Street and others. Meanwhile, the main flood discharge trench drainages will be repaired or replaced. The drain pipe network has no exit because the rain and sewage pipelines were connected in a disorderly fashion. In order to solve this problem, 3080 meters of Haiqing Road, Fuquan Road, Harbin Road, Shugang Road and No. 28 Residential District rain and sewage pipe network will be reconstructed.
