He Yong first expressed warm welcome to the representatives of Workshop of Corruption Prevention for Asian and African Countries. He noted that China has traditional friendship with various countries in Asia and Africa, and the friendship maintain constant improvement after the establishments of diplomatic relations with frequent high-level visit, deepening of political mutual trusts and expand of economic cooperation.

He Yong first introduced China s current political and economic situations. He said that this year marked the 30th anniversary of China s reform and opening up to the outside world. The program of reform and opening up has brought unprecedented achievements to China s economic and social development, greatly improving China s economic strength, comprehensive national power and people s living standard.

This year, under the solid leadership of the CPC Central Committee, we achieved victories in fighting against the snow and frost disaster in some regions in South China and Wenchuan violent earthquake in Sichuan Province. After that, we successfully held Beijing Olympics and Paralympics and accomplished the task of manned space flight of Shenzhou 7.

Since September, with the expansion and spread of the international financial crisis, China also encountered with difficulties in its economic development. Under the context, Chinese Government has strengthened macro adjustment and control and adopted a series of measures to promote economic development.

All these will surely energetically promote the development of China s economy.

He Yong said that the Communist Party of China and Chinese Government attach great importance to the work of combating corruption and upholding integrity and constantly put anti-corruption work in a vitally important position that may influence the existence of the CPC and China. We promote reform and opening up and strengthen anti-corruption work, achieving prominent results in the work of combating corruption and upholding integrity.

In recent years, we decided on the strategic guideline of combating corruption and upholding integrity of eradicating the fundamental problems, comprehensive rectification, making efforts in punishment and prevention while putting emphasis on corruption prevention, promulgated the Implementation Outline of Establishing and Improving the System of Punishing and Preventing Corruption with Equal Emphases on Education, System Construction and Supervision, and deployed the important tasks of establishing and improving the corruption punishment and prevention system.

This year, CPC Central Committee issued the 2008-2012 Working Plans of Establishing and Improving the System of Punishment and Prevention of Corruption, making comprehensive deployment and concrete arrangement for the anti-corruption construction in the coming five years in six aspects of education, system construction, supervision, reform, work style rectification and punishment.

Currently, we are handling an urgent task, namely, strengthening supervision and inspection on the implementation of the policy and measures of the CPC Central Committee of expanding domestic demands and promoting economic growth to ensure the startup and implementation of the newly added project with investments of 100 billion yuan from the Central Government.

He Yong noted that Chinese Government attaches persistent importance to international exchange and cooperation in fighting against corruption. As one of the founding country of the United Nations Convention against Corruption, China actively accomplishes related work of implementing the Convention, earnestly fulfills its solemn commitments, performs its obligations in the Convention and actively participates in international cooperation in fighting against corruption.

The Workshop of Corruption Prevention for Asian and African Countries held by National bureau of Corruption Prevention (NBCP) is an important measure taken by Chinese Government in implementing the Convention and strengthening international cooperation in fighting against corruption. He hoped to continue to develop friendship with anti-corruption organs in Asian and African countries so as to learn from each other and strengthen cooperation.

The Workshop of Corruption Prevention for Asian and African Countries was held by NBCP. Related leaders from the Central Commission for Discipline Inspection of the CPC, Ministry of Supervision and NBCP such as Ma Wen, Wu Yuliang and Qu Wanxiang and ambassadors of related countries to China attended the conference.
