Fujian convenes working conference on corruption prevention

Fujian Province recently convened the provincial working conference on corruption prevention. Chen Wenqing, standing member of CPC Fujian Provincial Committee and secretary of Fujian Provincial Commission for Discipline Inspection attended the conference and made an important speech. Deputy Secretary of the commission and Director of Provincial Supervision Bureau Chen Lun delivered a work report, summing up experience and progress of corruption prevention work in 2007 and set tasks for 2008.

Directors of General Office under the National Bureau of Corruption Prevention attended the conference. Officials and cadres from Zhangzhou, Quanzhou and Xiamen cities and Provincial Village Affairs Office, Provincial Development and Reform Commission, Provincial Department of Finance, Provincial Department of Construction, Provincial Department of Forestry, Provincial Commission for State Asset Management and Provincial Oceanic and Fishery Bureau exchanged their ideas and experience at the working conference.

Representatives to the conference were later organized to visit and study successful corruption prevention practices and exemplary programs of Xiamen, Quanzhou ang Zhangzhou cities. Leaders of institutions directly under the provincial government discipline inspection and supervision organs at all levels and officials of relatively large cities that have districts under its jurisdiction, including secretary of municipal commission for discipline inspection, secretary general of municipal government and director of municipal supervision bureau, attended the conference.

Chen Wenqing made the remark at the conference that discipline inspection and supervision organs at all levels in the province should attach equal importance to punishment and prevention of corruption following the guidance of the spirit of 17th CPC National Congress and Scientific Outlook on Development.

Following instructions of second plenary session of 17th CPC Central Commission for Discipline Inspection, discipline inspection and supervision organs at all levels should fully perform the duties conferred by Party Constitution and Administrative Supervision Law, push forward efforts in combating corruption and building a clean and honest government, and provide sound support for fast and good development of Fujian s social economy.

Chen Wenqing urged discipline inspection and supervision organs to further differentiate government management, market regulation and intermediate agent services, further promote system construction focusing on regulation of exercise of power, establishing market mechanisms and intermediate organization in order to build and strengthen the system to punish and prevent corruption.

Chen said corruption prevention campaign should be closely integrated with deepening of administrative management system reform, which should be an important measure to prevent corruption at present. The separation of governmental functions and conduct of enterprises, separation of governmental functions in public administration and government functions as contributor of state-owned assets, separation of government and public institutions and separation of government and market intermediaries shall be further boosted, so that the affairs that should not be administered by the government are shaken off and the affairs that should be administered by the government are tangibly and properly administered, from the systematical perspective, to give better play to the fundamental role of market in the allocation of resources and strengthen supervision of administrative powers.

Work creatively to push forward system construction, further explain principled provisions by law, rules, regulations and policies, and go through appropriate procedures to establish new rules and regulations to tackle new situation and problem so that possibility for power abuse could be reduced. The corruption prevention campaign must be promoted realistically, comprehensively and progressively with breakthroughs made in key areas.

Research findings should be combined with grassroots practices to ensure steady and practical progress can be made.
