In the Measures, the CPC Hainan Provincial Committee clarified that while recruiting cadres, the Standing Committee of the CPC Hainan Provincial Committee should take a secret ballot under the principles of democratic centralism and the minority subordinating to the majority. The result of the ballot should be announced immediately.
To validate the ballot, more than two thirds of the members of the Standing Committee of the CPC Hainan Provincial Committee should participate. When more than half of the members that should participate vote for, the decision is approved. Those absent should not entrust other people to vote for them or vote separately.
The members should vote for, against or abstention, but cannot vote other people.
According to the Measures, the Standing Committee of the CPC Hainan Provincial Committee should examine and discuss the candidates. When great divergences emerge or there are some key problems remaining unclear, the vote should be suspended. When a decision of cadre recruitment is vetoed, the candidates should not be proposed for the same posts. In case where a candidate should be proposed for the same post, another ballot should be taken by the standing committee. When a candidate is refused by vote for the second time, he or she should not be proposed for the same post.
The CPC Hainan Provincial Committee required that the Measures are also applicable to cadre recruitment in the standing committees of the CPC committees of municipal and county levels.
