Wu Bangguo Made an Inspection Tour to Guodian Longyuan Gansu Yumen Wind Farm

Wu Bangguo, member of Politburo Standing Committee and chairman of NPC standing Committee, started an inspection tour on the afternoon of November 11, 2009 despite the wind and snow to Gansu Yumen Wind Farm, a wind farm of China Longyuan Power Group Corporation Limited (a China Guodian company), and conveyed greetings to people working in the wind farm. Also on the delegation were Li Jianguo, vice-chairman and secretary-general of NPC Standing Committee, Lu Hao, secretary of CPC Gansu Provincial Committee and Xu Shousheng, governor of Gansu Province. Xie Changjun, assistant general manager of China Guodian & general manager of Longyuan Power, participated in the tour as the accompanying officer from China Guodian and gave a work report.
Wu was very concerned about developing the clean energy industry in Gansu. The vast and snow-covered Gobi desert witnessed numerous large wind power units rotating robustly to convert the kinetic energy of wind into electricity supplied continuously to various areas through the grid. Wu first asked about the general information of Yumen Wind Farm. It is the first demonstration wind farm developed in Gansu, representing the history and origin of Gansu s wind power industry. In June 1997, 4 NORTANK 300KW wind turbines were put into operation, which was followed by Phases I, II and III construction projects and technical renovation. There are currently 142 wind power units in operation, with a total installed capacity of 110MW. After listening carefully, Wu fully acknowledged the role of Longyuan as an industry pioneer in developing China s wind power and then asked in detail about issues covering wind farm planning, grid connection, feed-in tariff and construction of peak load regulating station.
In the central control room of Yumen Wind Farm, Chairman Wu shook hands cordially with technicians on duty and learned about essential factors and key issues in developing the wind power industry. Xie Changjun showed Wu how the wind farm was operated by means of the remote monitoring system independently developed by Longyuan. Wu inquired about production and operation related questions such as availability of wind power units, troubleshooting, maintenance and care of wind farm etc. while viewing carefully the real-time operation data collected from Longyuan s wind farms located in different regions. Seeing the wind farms in Rudong (Jiangsu), Qidong, Bayannur (Inner Mongolia) and Yichun (Heilongjiang) efficiently operated with load factors above 90%, Wu was very satisfied, asserting that wind energy, abundantly available, would produce economic benefits with great prospects. Xie Changjun, in his report, suggested that, in the view of sound and fast growth in the wind power industry, we should focus on i) solving problems in coordinated development of the wind power and the power grid through integrated planning and construction; ii) enhanced development of proprietary equipment and technology; and iii) incentives, in the form of tax credit and Renewable Energy Development Fund, for local initiatives in development wind power. Wu listened attentively and nodded in agreement.
It would be a new growth pole for economic growth, also the direction for adjustments in energy structure and an important approach to meet challenges such as climate change and energy security, to develop wind energy, solar energy, nuclear energy and other forms of clean energy or new energy, Wu said. Gansu must make full use of favorable natural conditions, and steadily develop wind energy, solar energy and other forms of clean energy, focusing on the demonstration projects. Wu placed emphasis on the need to increase investments in science and technology, enhance independent innovation, overcome technical difficulties, acquisition of key techniques, improve equipment quality and reduce the cost to provide a solid technical support for developing renewable energy.
Wu walked on snow right to the wind turbines in operation. Accompanied by Xie Changjun, Wu walked into the tower tirelessly to have a close look of the control system. After that, Wu posed for photo with the wind farm workers.
At the end of his visit, Wu shook hands and said goodbye to Xie Changjun, head of Gansu Longyuan and worker representatives.
Xie Changjun immediately reported to China Guodian about Wu Bangguo s inspection tour to Yumen Wind Farm and communicated the instructions of Wu Bangguo to the management and employees of Gansu Longyuan. The workers of the company, in great excitement, were impressed by the affable and gracious chairman. The workers said they re heartened and encouraged by the chairman s visit and deeply aware of the importance attached to the wind power industry by the Party and state leaders, which further strengthened their commitment to duties and confidence in the brand of Longyuan as well as the healthy and sustainable development of China s new energy industry.
