Taking Expanding Domestic Demand, Keeping Steady Development and Promoting Social Harmony by Improving Life Quality of the People as its themes, the 6th session of the 11th National Committee of the CPPCC was held in Beijing on 16th, June. Mr. Jia Qinglin Chairman of the CPPCC, presided over the meeting. Mr. Li Keqiang, Vice Premier of the State Council, made a report on current economy trends and China s economic development. Board Chairman of Tongwei Group, Mr. Liu Hanyuan was presented at the meeting, and made a speech on The Importance and Practical Significance of Developing Solar PV Industry New Energy. Mr. Liu s speech was highly approved by the audience and received favorable comments.
Mr. Liu mentioned during his speech, the increasing global consumption of fossil energy is quickly taking away the fossil energy reserve. Therefore, seeking and developing sustainable clean energy has become the key to sustainable development and survival of human being. Mr. Liu believes, PV industry development is especially important for China. China enjoys a fast economic development at a rising consumption pace, yet its resource per capita stays far below the global average level. The engine of Solar PV industry development, according to Mr. Liu, will greatly push China s economy forward out of the financial crisis.
Mr. Liu made further analysis, if 10% of China s current power generation capacity is provided by PV power generation, it will create an additional industry scale of 1-2 trillion RMB. Last year, China s electricity per capita consumption was about 2,500 kwh, while the U.S. was 13,000, about 5 times the amount of China s. This was just the generation consumption in the narrow sense. In a broad sense of energy consumption calculation, in 2007, the U.S. consumed 1.024 billion tons of coal. Adding together oil, gas and other relevant energies, the converted total energy consumption arrived at 29.77 trillion kwh, with the per capita consumption reaching approximately 100,000 kwh. Last year, China consumed 2.74 billion tons of coal, 360 million tons of oil, 72 billion CBM of gas. The converted total electricity consumption per capita was about 15,000 kwh, only 1/6 of that of the U.S.. The converted electricity consumption includes industrial, agricultural, commercial, production and household consumption. In future, if PV generation can generate 10%, 30% or even more of this electricity consumption, it can create an emerging industry which will be larger than the real estate industry in scale in 20 to 30 years. The case will be the same for the U.S. and Europe.
Mr. Liu continued, in the process of traditional energy replacement, the emerging industry can create a large number of employment, manufacturing and constructing opportunities. This will definitely promote China s economic revival, or even that of the world. Speeding up China s development of this industry will not only make China the leading country in the new energy era, but also, in the long run, alleviate pressure of China s large electricity consumption. Furthermore, it can ensure China s energy strategic safety and its steady social economic development. In the end, Mr. Liu looked forward to the bright future, we look forward to this day, when large-scale application of solar PV generation saves the world from gas emission from vehicles and chimneys, and keeps it beautiful, clean, harmonious.
