Changsha to Take the Initiative to Pilot Innovative Social Management

Changsha is the only city in Hunan that has been enlisted in the first batch of cities piloting innovative social management. It was approved by the Committee of Political and Legislative Affairs under the CCCPC and the Central Committee for Comprehensive Management of Public Security.

The working meeting concerning political and legislative affairs of the province was held the day before yesterday. The experience that the city gained from floating population management and social management innovation was introduced at the meeting.

At present, a warden team consist of 3,700 members has been established at the ratio of 1:400 to the number of floating population. They mainly assist the public security, real estate management and other departments in information registration and input, handling residence permits and recording information about houses for rent.

The team also engages in information collection about floating population for such departments as local taxation bureau, family planning bureau, human resources and social security bureau, industry and commerce administration and fire services department. .

Besides, they collect combined rental taxes for relevant departments, and check out information about floating population, ensure public security and popularize relevant laws and regulations.

As of Aug.11 last year, an intensive campaign has been carried out and reaped fruitful results. Till now, registered floating population reached 1.835 million, among who 231,000 rented houses across the city. With the help of the information, 4,344 pieces of crimes were successfully tracked down.
