A few days ago, Baosteel took the lead in starting "Green Procurement Action Plan" on purchasing material spare parts in interior steel industry. Henceforth, Baosteel will adopt products from the suppliers which not only have equivalent efficiency, but also passed ISO14001 environmental management system certification first.

The establishment of this "threshold" will guarantee the environmental protection, energy conservation and recycling of the purchase materials effectively, meanwhile, this action will help Baosteel to widening the roads for the expansion of continuous development ulteriorly.

Material spare parts, which will influence energy conservation, environmental protection and expenses economization for the enterprise, are necessary materials support for Baosteel. Especially the chemical composition and performance of materials such as the plate coatings, packaging materials, cleaning agents etc. contacting products intimately will impact the "green" effect of Baosteel's final products directly.

At present, green procurement has been practiced widely in advanced foreign enterprises, GE, GM and other companies have formed a comprehensive green procurement system. However, a little number of the materials supplier of Baosteel has passed the ISO14001 international generic third-party certification of environmental management system.

Therefore, on the basis of investigation and analysis for green procurement of advanced foreign enterprises, Baosteel materials spare parts procurement and supply system actively explore green procurement and supply mode, develop and implement a "green procurement action plan" to gradually strengthen the external resources management, propagandize green concepts , and realize green manufacturing.

The next stage, Baosteel will organize the procurement system directory, make focus on green procurement varieties clear, the use of sector organize the using and techonology departments to optimize procurement technical standards, and infiltrate energy conservation and environmental protection requirements into the standards.

At the same time, Baosteel requires suppliers to complete of the environmental management system certification gradually, thereinto, the strategic suppliers must be certified before 2012. In addition, Baosteel will establish the tracking mechanism for national environmental laws and regulations and mandatory technical standards, and release selected priority energy conservation and environmental protection campaigns and materials supplier list in order to gradually increase the "green" products procurement ratio; integrate and optimize the recycling management processes to enhance the recovery and utilization ratio and efficiency of used materials and packaging materials; promote efforts to publicize environmental protection and share green procurement experience with the society.

After the introduction of this scheme, the suppliers have expressed the green procurement not only important for continuous development of Baosteel, but will also promote their own suppliers by enhancing the comprehensive ability. Some strategic suppliers also said that this approach will be extended to the upper reaches of enterprises, to form a large-scale "green" supply chain.
