Since the August of 1999, the CAE had organized more than 30 its members and experts in the fields of auto-industry, industrial economy, petroleum industry, traffic programming and environment protection to conduct a study project on China s private vehicle development in 21st century. Surveys, analysis and discussions are carried out. It mainly targets at the market demand and restriction factors (such as energy, environment protection, traffic and management system etc.) of China s private vehicle development, as well as the auto-technologies and changes of auto-industry structure in the World. The research included two parts, domestic and international. A joint study was organized in cooperation with National Academy of Engineering and National Research Council of the United States.
The first part of the study conducted by Chinese experts has been completed. The report covers researches on new trends of world auto-industry and also analysis about the statue of China s auto-industry and impacts of entry WTO. The report concludes that it is an existing trend that families are having and will have their own cars in China. Meanwhile, we must also look reality in the face of various economic and social problems that car increasing has brought to us. It could be forecasted that in the next 30 years, the private car consumption will become one of the major power forces that can drive the economic growth, social progress and industry upgrading of China. The report recommends that the short-term priority is to better use the limited period before and after the WTO entry and well prepared for the upcoming challenges. Furthermore, during the next several decades China will become the largest automobile market of the world, we should sufficiently take the advantage of this opportunity to obtain the maximized benefits. Active measurements should be applied to implement the policies of the Tenth Five Year Plan that encourages family to have a private car.
In recent years, there have been fierce debates about the impact of genetically modified (GM) plants and foods to mankind health and environment safety in the world and especially in European and American countries. It has also leaded to impacts on the industrialization of China s agricultural biotechnology and foreign trade to some extents. What policies China will be applying for industrialization of GM crops is a critical strategic issue that will influence the development of national economy, grain security, foreign trade and international competitiveness. Therefore, suggested by CAE members, the CAE held a seminar for GM plant research and industrialization. More than 30 members and experts participated the seminar, during which relevant issues were profoundly analyzed and discussed, and also put forward are the following recommendations:
National program and relevant regulations for GM plants and functional foods should be established as soon as possible. Since the first GM crop was introduced in 1983. China s GM insect-resistant cotton, disease- and insect-resistant rice varieties have had the technical capability to compete with the developed countries. Today GM crops have been planted in tens of million hectares of fields all around the globe. The results of commercial application of GM crops show that no negative impact on ecological environment has been found. The arguments in the international community have very complicated backgrounds with the confrontation of trade and interest at the core.
As a developing country with population of 1.2 billion people, China has just solved the issue of cloths and foods for the most of people, must develop high technologies with biological technology as the first priority. A wait-and-see attitude is absolutely unacceptable. The development speed of GMP should not be slowed down. Otherwise, China s advantages in the field of GM plant industrialization will be ruined and China will be in a passive position. It is recommended that relevant regulations and laws should be established as soon as possible to expand technical strength continuously and improve the industrialization actively and smoothly.
Currently the situation of inspection and management for biological security in China is much decentralized. Therefore, it is recommended that a national, authoritative and nonprofit organization should be established and responsible for evaluation, examination and approval of GMbiological security and also in charge of coordination for domestic and international inspection and certification.
New chemical fiber materials can be widely used in infrastructure construction and many industries such as irrigation works, architecture, agriculture, highway, environment protection, medical care, sanitation, aeronautics and astronautics, military industry, automobile etc. The progress of the application of new chemical fiber materials in the relevant industries can improve the development of modernization of industry. Therefore, in 1999 the Agriculture, Light Industry and Environment Engineering Division of CAE set up a consulting project. After two years of survey and study, project team and other experts have reached common conclusion and raised the following recommendations:
Actively develop high-performance chemical fiber
In 2000 China s chemical fiber output reached 6.94 million tons, which is No.1 in the world. But the new chemical fiber materials needed by relevant industries have not had sufficient development and demand for many varieties still depend on imports. It is recommended that the government take the development of high-performance chemical fiber as the key point of investment and provide supports to speed up its industrialization.
Set up supportive policies and improve the popularization and application of new chemical fiber materials for industrial use.
Technologies such as agricultural non-textile cloth covering and chemical fiber net covering can obviously improve the yield of some crops. New types of water-proof material that has chemical fiber as the basic stuff can replace the paper-made asphalt felt and greatly improve the water proof effect of architectures. It is recommended that corresponding regulations should be modified to encourage the extensive application of productive chemical fiber materials in the fields of agriculture and construction engineering.
Strengthening the R& D of new chemical fiber materials
It is recommended that the following projects should be taken as State key projects and improve their industrialization to replace import products: the development of velum structure architecture materials, the research of using ultra-tough polyvinyl alcohol fiber and polypropylene as the strengthening materials of cements, the application research of using ultrahigh molecular weight polyethylene as the materials for bullet-proof cloth, fishnet and ropes, and the researches of improving the print performance of light box cloth for advertising and its self cleaning.
