Recently, JiyangCounty elaborately arranged leading teachers who took part in the program of the Second Exchanges of Leading Teachers between Towns and rural areas to be on duty on the first day of the new semester. In this program, 72 leading teachers, increasing by 30%, were exchanged between towns and countries, and 8 county-level schools established relationship to provide help for 12 countryside schools. In recent two years, JiyangCounty actively developed the program of Exchanges of Teachers between Towns and Countries . The working process was standardized and working responsibilities implemented by establishing a series of systems including backbone teachers circuit teaching, mobile teaching of teachers whose specialty being in urgent wants and a fixed service period for teachers in towns to teach in schools of countryside. The enthusiasm and initiative of the teachers who provided service to rural schools was increased by carrying out the policies of payment encouragement and priority for excellency appraisal and promotion, thus guaranteeing working effectiveness. A good atmosphere to be rooted in grassroots and contributing to the education cause was created by setting good examples and encouraging and publicizing excellent individuals and excellent events emerging in the process of exchanges. Currently, the educational disparity between towns and countries in JiyangCounty was obviously shortened and the teaching quality enhanced. As a result, the problems of the shortage of teachers in rural schools and low teaching quality have been basically solved.
