Dongguan is planning to set up a relief fund for its 5 million migrant workers who represent 70% of the current population, released Dongguan Civil Affairs Bureau on Monday during the annual review meeting.
As a pilot city for Guangdong Province's social welfare reform, Dongguan is studying the establishment of a social welfare system that could cover larger populations, according to Mr. Yang DongRu, the Director of Dongguan Civil Affairs Bureau.

The establishment of a relief fund for Dongguan's migrant workers has been set as the main focus of this year's social welfare reform, said Yang.
Financial assistance from the government and private donations will be the main source of revenue for the fund.
