West China City Daily says from now on 343 Chengdu Administrative Examining & Approving Items will be cancelled or regulated. This new decision was made in the 42nd Chengdu government routine meeting. It is said that these items are 34.4% of 997 present Chengdu Administrative Examining & Approving Items. Wang Rongxuan, mayor of Chengdu City, said it is the first time for the city government to take such kind of measure and it is expected to "cut" more items early next year.
Among these 343 items, some suit planning economy but don't suit market economy, such as the examining & approving of special commodities controlled by groups (enterprises); some are made by various departments, such as the examining & approving of certificate for temporary vehicles' entering the city; some as the time being will become useless, such as the examining & approving of the technicians' or managers' family members' changing into urban registered permanent residence; others have no practical meaning, such as the examining & approving of the registry of print & copy trade, of which the daily supervision & management should be strengthened. More than 50 administrative examining & approving departments, such as public security bureau, personnel affair bureau, merchants' chamber, construction committee and so on, are concerned.
The followings are part of the names of the administrative examining & approving items cancelled or regulated and of departments.
Chengdu public security bureau: examining & approving of temporary vehicles' entering part of the city, certificate for temporary vehicles' entering the city, certificate for vehicles used for important projects to enter the city (the three items are combined into certificate for temporary vehicles' entering the city)
Chengdu tax bureau: examining & approving of reducing or remitting taxation of urban land use and business tax
Chengdu foreign trade & economy committee: examining & approving of the branches of enterprises invested by foreign businessman in Chengdu; ratify enterprises' application of returning export tax
Chengdu culture bureau: examining & approving of professional water bar, caf and bar
Chengdu city planning bureau: examining & approving of the plan of construction project (changed into daily work); ratification of project blueprint (changed into daily work)
Chengdu labor bureau: examining & approving of setting up or canceling employment service agents and labor service companies; ratification of setting up enterprises' wage system; job arrangement of village people whose land have been required by the government
Chengdu real estate bureau: examining & approving of the private house purchasing by the work unit; ratification of the announcement of property rights registry and the private house purchasing by people from outside Chengdu.
