It is learned from the 19th session of the 14th NPCDalian Standing Committee that Dalian will, with the 12th Five-Year Plan formulation, give a great push to the construction of the International Shipping Center, the International Logistics Center and the Regional Financial Center with the project of the International Shipping Center as a lead goose , building Dayaowan Port an important international container trunk-line port in Northeast Asia.
For the last few years, through the transformation of the economic development mode and strategic adjustment of the economic structure, Dalian has established a new industrial system, with four advantageous industries petrochemical, electronic information, shipbuilding and modern equipment manufacturing as pillars, and modern service industries logistics, finance, tourism and software as backup. The optimization ratio of Dalian s primary, secondary and tertiary industry is 7.2 48.9 43.9. The income ratio of urban against rural residents has been reduced to 1.77:1. Now, in the petrochemical industry, Dalian refinery capacity is 3,000 tons; in equipment manufacturing, CNR Dalian Locomotive Manufacturing Base is planned to enter a world-class level, and, as China s largest MW size wind turbine manufacturer, DHI.DCW Group has entered the world s top 10. In shipbuilding, Dalian s shipbuilding capacity will exceed 10 million tons by the end of the 11th Five-Year Plan ; in electronic information manufacturing, sales revenue has accounted for 61% of the province-wide industry and about 50% of the three provinces in total.
To further promote the adjustment of economic structure and better address problems of unbalanced, uncoordinated and unsustainable economic development, with the 12th Five-Year Plan formulation, Dalian will push forward the development of the modern service industry through the constriction of the Three Centers . In the construction of the Shipping Center, we will establish a modern port cluster of staggered development and mutual compatibility, build Dayaowan Port an important international container trunk-line port for Northeast Asia and attract internationally renowned port and shipping enterprises to Dalian. In the construction of the Logistics Center, we will establish a number of logistics bases to international standards, bring in from both home and abroad large numbers of famous logistics enterprises and build an inter-regional logistics center, such as the Coal Trading Center of Northeast Asia, to make Dalian an international logistics hub. In the construction of the Financial Center, we will establish a future international center for Northeast Asia to attract domestic and foreign financial organizations to settle in Dalian.
At the same time, Dalian will establish various kinds of distinctive and functional economic zones, push forward the construction of the modern industrial cluster and cultivate the modern industrial system. It is reported that Dalian will speed up development in 10 areas of strategic and emerging industries, focusing on new energy equipment, marine engineering and high-tech ships, advanced equipment manufacturing, energy-saving and new-energy vehicles, software services outsourcing, integrated circuits, information and communication products, new materials, bio-industry, and productive services that are all high-end, energy saving and protecting of the environment.
